6:48:02 PM Gulledge Called the second public hearing of March 16, 2005 to order. He explained that this hearing is to discuss proposed changes to the Subdivision Ordinance. He turned the hearing over to Attorney Wigginton.
6:48:26 PM Wigginton Commented that at the request of Board, he has prepared an ordinance which has been the subject of other public meetings. It amends the Subdivision Code to require developers and subdividers to show all proposed final grades on all rear lot corners. Also, they shall place concrete markers at all rear lot corners. Prior to the time the contractor will submit an application for a building permit, they must also submit a document showing rear lot corner elevations, along with proposed finished grade of the first floor elevation. The amendment to the Subdivision Code also requires that all lot grading be inspected by the Village prior to seeding or sodding to make sure that no drainage patterns are altered from those that were approved in the construction drawings. The amendment also provides for a fine of not less than $200 and not more than $750 for each and every violation, plus the cost or charges connected with replacing or re-establishing the concrete marker. The Village will also be requiring developers to submit along with their written document, an electronic copy of the preliminary plat. He said this change to the Subdivision Code is also required to go through a public hearing at the Planning Commission, and it was heard at the Planning Commission on Monday, March 14, 2005. He said the Planning Commission unanimously recommended the amendments to the Subdivision Code.
6:50:24 PM Gulledge Opened the hearing to the public for questions or comments. There being no questions from the public, the hearing was closed.
