6:30:04 PM Gulledge Called the Caucus Meeting to order, Wednesday, May 28, 2014. Invited all in attendance to stand and join in the Pledge of Allegiance.
6:30:35 PM Gulledge Asked for a roll call of those officers present. Answering the roll call were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia, and Short. Also in attendance were Deputy Clerk Lucas, Attorney Motil, Public Works Director Presson, and 10 guests.
6:31:00 PM Gulledge Called for the approval of the minutes of the May 14, 2014 Caucus Meeting. Asked if there were any questions, additions, or subtractions to the minutes as prepared by the Deputy Clerk. There were none. Motion to approve the minutes was made by Schmidt and seconded by Vallino. Roll call vote on the motion: Vallino - yes, Schmidt - yes, Bell - yes, Kostyshock - yes, Garcia - yes, Short - yes. Motion carried.
6:31:34 PM Gulledge Agenda Item 5: Mr. Ron Jachino, 32 Dogwood Terrace.
6:32:04 PM Jachino Ron Jachino, 32 Dogwood Terrace. Mr. Jachino stated he wanted to speak to the Village Board to address some concerns regarding the street conditions in his subdivision, which was Maryville Subdivision including Dogwood Terrace and Blossom Lane. Jachino stated the two streets were in poor condition with areas with exposed rebar, pot holes, and areas of large cracks. Jachino stated he had attempted to contact the Village with these concerns earlier in the spring but had not had a response.
6:33:15 PM Gulledge Stated he understood the concerns of the residents that live in that area and in other subdivisions in the Village. The past winter conditions were a major cause of most of the damage to the Village streets and it will take some time to make all the needed repairs. Gulledge explained to Jachino how the Public Works Department prioritizes repairs that need to be complete and assured Jachino that the repairs to Dogwood Terrace and Blossom Lane were on the list. Further discussion, questions, and concerns followed between Village residents, Trustees, and the Public Works Director Presson.
6:35:55 PM Bell Asked if Presson could give a time frame for when the residents could expect to see the road repairs completed?
6:36:03 PM Presson Stated in his best estimated the repairs would be started in Mid to late August.
6:36:41 PM Presson Addressed further questions and concerns on street conditions with in the Village.
6:41:05 PM Cunningham Bob Cunningham, 14 Blossom Lane. Asked if the Village could in the short term make repairs to the areas with rebar exposed?
6:41:47 PM Gulledge Stated he and Presson will take a look at the areas to see what repairs can be done.
6:42:22 PM Jachino August is a reasonable time frame for street repairs to be completed.
6:43:09 PM Gulledge Asked for further questions or concerns. There were none. Thanked Jachino for addressing the Village Board.
6:43:14 PM Gulledge Agenda Item 6: Pay App # 2 & Final From Korte & Luitjohan for the Softener Media Replacement Project
6:44:30 PM Presson Pay Application #2 is the final payment to Korte & Luitjohan for work to repair the Softener Media . All work has been completed and inspected. The Media is up and running. Recommends the final payment of $10,669.00 to be paid to Korte & Luitjohan for work completed.
6:45:00 PM Gulledge Asked for questions or concerns. There were none. Ok to place on the next Board Meeting agenda for approval.
6:45:10 PM Kostyshock Asked Presson to give an update of the water tower storage shed.
6:45:13 PM Presson Work on the project should be complete by the end of next week.
6:45:28 PM Gulledge Asked for further questions for Presson. Further discussion followed concerning streets conditions, what causes streets to become damaged, and how they should be repaired.
6:54:06 PM Gulledge Agenda Item 7: Ordinance Amending & Correcting Annexation of 1345 Pleasant Ridge Road (Parcels 1, 2, 3 & 4)
6:54:21 PM Motil Stated the Original Ordinance No: 2009-09 concerning the annexation of 1345 Pleasant Ridge Road. In the original recording at the Madison County a portion of the Legal description had been omitted. The new Ordinance will amend and correct the information that was not included in the original ordinance.
6:57:25 PM Gulledge Asked for questions or concerns.
6:57:33 PM Short Asked Motil to clarify what was missing out of the legal description in the original ordinance.
6:58:08 PM Motil Explained what had been omitted.
7:02:25 PM Gulledge Asked for further questions or concerns. There were none. Ok to place on the next Board Meeting agenda for approval.
7:02:26 PM Gulledge Agenda Item 8: Water Service & Pre-annexation Agt.: Cordova, 23 Bliss Terrace, Collinsville.
7:02:36 PM Gulledge The Water Service & Pre-annexation for 23 Bliss Terrace is a standard agreement. A public hearing will take place on June 4, 2014 at 6:15 PM to discuss the Pre-annexation.
7:02:59 PM Gulledge Asked for questions or concerns. There were none. Ok to place on the next Board Meeting agenda for approval.
7:03:03 PM Gulledge Agenda item 9: Petition for Annexation: 2726 Maryville Road
7:03:17 PM Gulledge The property owners of 2726 Maryville Road voluntarily requested to be annexed into the Village. Stated the property is located on the East side of 159 near Fairlane and Lakeview Acres.  Asked for questions or comments. There were none. Ok to place on the next Board Meeting agenda for approval.

7:09:27 PM Short Asked Schmidt to give an update on the budget review.
7:09:42 PM Schmidt Stated he, Clerk Henry, and the Mayor had met to make the second review of the Budget.
7:10:10 PM Gulledge Stated upon the second review of this years budget, it was determined the Village would fall short of funds and be over budget. In order to balance the budget it was decided to remove items or projects determined to not be of high priority and place them on a wish list. The wish list will be provided to the Trustees to review for a final decision to place them back in this years budget or to leave them for a later year. The items left on the wish list will be addressed when issue occur.
7:12:51 PM Bell Asked for an update on the staff pictures taken for the Village webpage.
7:13:04 PM Gulledge No action has been taken. Bell would like to see the pictures placed on the webpage.
7:13:33 PM Bell Pavilion 6 & 7, asked for a update on running electric and water to them.
7:16:59 PM Kostyshock No update was given.
7:17:16 PM Bell Asked for an update on the new phone system.
7:17:41 PM Gulledge Stated the new phone system project was placed on the budge wish list because the Village currently has a working phone system and the cost to upgrade would be to costly at this time.
7:18:13 PM Bell Requested a cell phone be purchased for the Park and Recreation events. The cell phone would eliminate the need for committee members to have to use personal cell phones for event reservations and or calls for questions about events. Bell would like the phone to be set up as a event hotline. Discussion followed about the purchase of a new cell phone.
7:20:48 PM Gulledge Asked Bell to gather the information about the cell phone and present it to the Board for review.

7:32:25 PM Kostyshock The biggest issues with street damage in the Village is located in the Stonebridge area. Residents have placed roof drainage pipes all the way out to the street edge and the water is causing streets to crack and undermine. Discussion followed about the amount of work the Village will need to do to fix all the areas in the Village with damaged streets.

7:42:39 PM Short The Police and Fire Board met and have discussed hiring a police officer to replace the spot that was open when Rob Carpenter took over as Police Chief. looking to bring it to the board in July.

7:45:00 PM Gulledge Thanked Vallino and Schmidt for helping in placing the flags at the soldiers or firemen's graves site for the Memorial Day holiday. Would like to address grave site issues in the Fairland Cemetery and clean up the areas that has not been maintained.
7:50:15 PM Gulledge There being no further business to come before the meeting, called for a motion to adjourn. Motion by Vallino and seconded by Bell. Roll call vote on the motion: Vallino - yes, Schmidt - yes, Bell - yes, Kostyshock - yes, Garcia - yes, Short - yes. Motion carried.
