6:30:17 PM Gulledge Called the Caucus Meeting to order Wednesday, February 27, 2013. Invited all in attendance to stand and join in the Pledge of Allegiance.
6:30:40 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Deputy Clerk Triplo, Attorney Motil, Public Works Director Presson, and 1 reporter.
6:30:57 PM Gulledge Called for the approval of the minutes of the February 13, 2013 Caucus Meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Deputy Clerk. There were none. Motion to approve the minutes was made by Bell and seconded by Schmidt. Roll call vote on the motion: Vallino - yes, Schmidt - yes, Bell - yes, Kostyshock - yes, Garcia - yes, Short - yes. Motion carried.
6:31:36 PM Gulledge Agenda Item 5: Agreement for Water Service & Pre-Annexation - Watts, 93 Lou Rosa Drive, Collinsville - Asked the Board if they had any questions. There were none. We will add this to the agenda and have a public hearing next week.
6:32:23 PM Gulledge Agenda Item 6: Submit application for STP Funding for E. Main Street Phase 3 - Board agreed to add to the agenda for next week.
6:33:37 PM Gulledge Agenda Item 7: 2013 MFT Maintenance Program
6:34:15 PM Presson This program is for oiling, chipping, snow plow removal, and street improvements. The amounts are the same as last year. Presson discussed the plans for this years program.
6:35:06 PM Gulledge Asked the Board if they had any questions or comments. There were none. We will add to the agenda for next week.
6:35:41 PM Presson Presson updated the Board with our current ongoing projects. Due to the weather and temperatures most projects are currently shutdown.
6:36:38 PM Gulledge Asked the Board if they saw the article about round-abouts? Mayor talked about how they will become more popular because they are much safer, they keep traffic moving and the maintenance cost is a huge savings.
6:43:01 PM Kostyshock He thought Pat and Public Works Department did a great job with the snowfall removal last week.
6:43:46 PM Motil Maryville roads were great compared to the nearby communities.
6:45:55 PM Bell Agenda Item 8: Replacement Mixer for Audio System - Clerk Henry got a couple quotes on a mixer for audio system. BusComm says this equipment isn't covered due to it being over five years old. Bell suggests we purchase the equipment from BusComm. Bell questions the entire system now that we know it isn't under a warrantee. Mayor believes we should just fix this mixer at this time, and be aware that at some point we may need to replace the audio system. Board is ok with this purchase, add to the agenda for next weeks meeting.
6:49:57 PM Gulledge Agenda Item 9: Calendar updates - Kostyshock had a change to the calendar. Moving the Museum Committee will start meeting the second Monday of the month for a couple months, then they will go back to meeting at the museum. Next meeting will be on the 11th. Vallino spoke about the Comprehensive Plan meeting kickoff. The next one will be on March 26th at 6:30p.m.
6:52:17 PM Gulledge Agenda Item 10: Public Input - There was none.
6:53:14 PM Gulledge Agenda Item 11: To do list - No one had any changes.
6:53:45 PM Vallino Asked about bathrooms at Fred Winter's Park? Mayor said we haven't hooked up due to the weather. But once the weather breaks, it will be completed quick. Mayor said we did get an extension on the grant just in case we needed it, but we don't anticipate needing the extra time.
6:55:05 PM Motil Motil gave an update on the property at 6300 West Main. Project is now complete. The request has been made to the County to pay the bills to the demolition company. Our Village legal costs incurred have been filed by recording a lien against the property.
6:55:31 PM Gulledge Agenda Item 12: Trustees Comments
6:55:36 PM Vallino Vallino was contacted by his friends from the Shield and Waters Fishing Program. They wanted to know if the Village would allow them to purchase some fish attractors to put in the lake. Vallino will get some more information and give to the Park Committee to research.
6:57:33 PM Schmidt Comprehensive Plan Meeting - Schmidt spoke about the members of this committee, they are a very diverse and well educated group of people. They will be meeting the last Tuesday of every month. Looking forward to the upcoming meetings. Mayor reminded all that the meetings are open to the public for anyone wanting to sit in on the meetings. Schmidt also asked Bell what the status was on the new email and storage system. Bell said they are waiting on some equipment, but it should be completed soon.
6:59:33 PM Short Short asked Schmidt if he was getting the e-packets and if he was having any issues receiving them. He isn't having any trouble at all. Short and Garcia are both having trouble receiving. When the file is larger the e-packets have to be split in two emails. Bell suggested sending as a zip file. Once all Trustees have a Village email address the e-packets will only be sent to that address.
7:03:38 PM Schmidt Asked the Mayor if we can get the new polo shirts ordered for the Trustees since they won't be changing with the upcoming election.
7:03:56 PM Vallino Asked about the plans on community garden plots?
7:04:10 PM Schmidt Public Works Department will till the plots and put down some weed killer. Thinking about giving the option for people coming back to get their same plot from last year. Any new members will be given a random plot and there is talk to discuss splitting some of the plots. There is a subcommittee who oversees and more information should be coming out soon.
7:05:17 PM Bell Nothing to add.
7:05:20 PM Kostyshock The Library will be closed April 1st-8th. We will be placing new carpet in the office area at that time. Board approved this project for work not to exceed $1,000.00. The committee is purchasing the carpet and then hiring a member of the public works department to install it.
7:06:34 PM Gulledge Mayor agreed that the carpet is in awful shape. Asked the Board if they agreed to replacing the office carpet. Board agreed, add to next weeks agenda.
7:07:11 PM Garcia Nothing to add.
7:07:14 PM Short Informed the Board that the old ambulance has been sold. Staunton brought the check and picked up the ambulance on Thursday.
7:07:38 PM Gulledge Agenda Item 13: Mayors Comments - Reminder to the Board, starting next week all Board Meetings will begin at 6:30 p.m. Mayor also wanted to get the Board thinking about appointing a new Assistant Chief at the Firehouse. He's been talking to Short and Chief Flaugher. They are looking to make some changes in the leadership structure. Wanting to look into the possibility due to managing 24/hour days has added to the workload.
7:10:12 PM Gulledge Mayor added that the Public Works Department did a great job with the snow removal. He said a couple of years ago he would have gotten complaint calls, and now with new equipment and Street and Water department working together, we get very few calls or complaints.
7:13:45 PM Gulledge There being no further business to come before the meeting, called for a motion to adjourn. Motion to adjourn was made by Bell and seconded by Schmidt. Roll call vote on the motion: Vallino - yes, Schmidt - yes, Bell - yes, Kostyshock - yes, Garcia - yes, Short - yes. Motion carried. Meeting Adjourned.
