6:30:10 PM Gulledge Called the Caucus Meeting to order Wednesday, June 27, 2012. Invited all in attendance to stand and join in the Pledge of Allegiance.
6:30:39 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Schmidt, Kostyshock and Garcia. Absent to the call were Trustees Vallino, Bell and Short. Also in attendance were Deputy Clerk Triplo, Attorney Motil, Clerk/Treasurer Henry, 1 reporter, 19 guests.
6:31:10 PM Gulledge Called for the approval of the minutes of the June 13, 2012 Caucus meeting. Asked if there were any questions, additions, or subtractions to the minutes as prepared by the Deputy Clerk. There were none. Motion to approve the minutes was made by Schmidt and seconded by Kostyshock. Roll call vote on the motion: Schmidt - yes, Kostyshock - yes, Garcia - yes, Gulledge - yes. Motion carried.
6:31:55 PM Gulledge Agenda Item 5 - Representatives from B.S. Boogies for Video Gaming
6:32:35 PM Gulledge Mayor explained the process of addressing the Board to the guests.
6:32:43 PM Misty Menossi 4825 Hazel Rd, Edwardsville, - Licensed Terminal Operator for Grand River Jackpot, LLC. She's representing B.S. Boogies in Don Sonnenberg's absence. Businesses are begging the Village Board to let them continue to have video gaming. They have been working towards and preparing for video gaming for three years. They need video gaming passed to continue to stay in business.
6:37:38 PM Eddie Smith 24 Hillsdale Drive, Belleville, Licensed Operator for EQS Amusement/Accel Entertainment. He will be providing the equipment to these businesses. Presented the Board with a letter and PowerPoint presentation with a summary of the video gaming act, the social arguments around video gaming and what it could mean to your municipality. Mr. Smith thanked the Board for reviewing his information, but was more concerned with being present to support the local businesses. He feels like these business owners are all good members of the community, and without gaming they will have to shut their doors. They are all giving businesses that continually help local families raise money when in need.
6:39:30 PM Don Sonnenberg 650 Troy Rd, Collinsville - B.S. Boogies owner - His business has been researching this process for over six months. B.S. Boogies has completed all paperwork and investigations involved and has a substantial investment involved to get up to speed with the State. He's worked hard to be one of the first businesses to complete the State's requirements and has received a verbal approval. The revenue stream that gaming will bring is just what each business needs to keeping moving and growing. He's asking the Board to let the business owners "police" themselves on this issue, then the Village could still control the number of licenses. His business is a family business where friends want to eat with their kids and don't want to go to the big casinos. His business is 70% food sales and 30% alcohol sales. Thanked the Board for letting him speak and asking the Board to discuss it from the business owners point of view.
6:46:06 PM Lenny Rakers 5204 Foxcove, Edwardsville - He has been a Jukebox Operator for 30 years. He's been working on this video gaming act for sometime and has watched six other states that are already up and running. He feels Illinois has put a good Video Gaming Act together. These games will be regulated just as they are in the casinos. Gambling has been around since bars have been open.
6:49:59 PM John Schwander 304 Meisner Lot B, Collinsville - He just wanted to say he would rather come to Boogies or Lyles for entertainment instead of having to go to the boat.
6:50:59 PM Debbie Lovell 110 Old Collinsville Road, Caseyville - She needs this to survive. Her daughter works for her to supplement her income for 13 years. There are many single moms that keep their family a float with this part time job. These women are depending on this business to stay off State help.
6:52:11 PM Marilyn Hall 2605 Chelsea Rd, Troy, IL - Her and her husband own Lyle's Tavern for 12 years. She employs teachers a nurse and a breast cancer survivor with part-time jobs. She's given all they can to the Maryville community. And she will be sure that everything will be done legally, so they can keep her employees working and their doors open.
6:53:59 PM Randy Ackerman 10817 Lake Rd, Marine - Owner of Randy's BBQ - He came into town to sell barbeque. He heard alot about video gaming, he went to check it out in West Virginia. He heard great things from that State. People gamble everywhere and he would like to get the revenue here in Maryville. He suggested the Board to call some of the Mayors in West Virginia and see how the system is working there.
6:55:51 PM Sharon Norbury 938 Wheatridge Dr Troy, IL - Owner of Maryville Fun Center - This is the livelihood not only for the business owners but also for the Village. This Board has the power to control who comes in and what they can do. She believes that the Village businesses have proven themselves over the years.
6:57:14 PM Sig Bjorklund 809 Rolling Meadows Drive, Maryville - Pastor from St. Luke's United Methodist Church - He believes that using gambling to fund Village services is short sided and counterproductive. The slight gain for Maryville is not worth the cost. He means that in the loss of moral fiber, the cost of additional services that will be required by the Village, and the real cost to families with the loss of income, pensions and sometimes the loss of lives due to gambling. He thinks that calling it "gaming" is an attempt to say that you aren't really taking a gamble or risk and that you are just playing a game. He hopes it will have no place here in Maryville.
6:59:30 PM Gulledge There has been no decision made, we have yet to take a formal vote on this. The Board is gathering information on this subject. No matter what the decision we are surely not trying to punish anyone. Whatever the outcome of the vote, we appreciate all your businesses. We are here because we represent everyone in Maryville. No decision is taken lightly, we make decisions on what is best for Maryville. We will vote on the ordinance on Tuesday, July, 3rd at 7:00p.m.
7:02:53 PM Schmidt Addressed the group of the business owners with questions. He spoke to Don about where he was at. He thought there would be a member from the Gaming Board, but he couldn't make it. Schmidt had some specific questions for the gaming board. He trusts all of the business owners, it's the State he doesn't trust. The Village received a very large check after an audit. We don't know where this money has come from or where it goes or if we will receive more checks. He doesn't feel the state can regulate this. Has any other business owner besides B.S. Boogies had an inspection or a verbal agreement from the State?
7:06:06 PM Debbie Lovell They aren't moving forward with the IGB inspections process until Maryville makes a final decision.
7:07:53 PM Don Sonnenberg Sonnenberg supplied the Gaming Board with the current ordinance. That is how he received his inspection and verbal approval.
7:10:25 PM Misty Menossi She said the central system will go live August 1st.
7:15:54 PM Gulledge Agenda Item 6 - New Fire Department Personnel - Mayor referred to a list of people awaiting physicals. Chief Flaugher will ask permission for hiring at the next meeting. We would like to add to the agenda next week. The complete list will be in your packets on Monday.
7:18:47 PM Gulledge Agenda Item 7 - Water Service & Pre-Annexation Agreement - David and Jacqueline Roth, 2228 Wildwood Drive, Glen Carbon, IL. Mayor would like to place on the agenda for Tuesday night. Board agreed.
7:19:21 PM Gulledge Agenda Item 8 - Estimated Revenues for Fiscal Year 2012/2013 - Jolene Henry approached the Board to answer any questions or concerns.
7:19:51 PM Henry Asked the Board if there were any questions or comments. Went over the main points on the report. Board had no changes, we will add to the agenda next week for approval.
7:21:22 PM Gulledge Agenda Item 9 - Park Committee Recommendations - In Trustee Bells absence the Mayor discussed the following recommendations. To allow Jr. Kahoks Football to use our lighted baseball field for practices. Village, Khoury League and Jr. Kahoks Football will work together on the scheduling.  Recommended to do a lake assessment. Recommended to install a Johnny On the Spot on west side of lake for the months of July-October.  Consensus of Trustees present was to include the hand washing station.  No other questions on the recommendations. Will add to the agenda for next week.
7:26:25 PM Gulledge Agenda item 10 - Ordinance Prohibiting Video Gaming
7:26:45 PM Motil Motil discussed the details of ordinance No. 2012-16.
7:28:55 PM Motil Agenda item 11 - Ordinance Amending Gambling Section of Village Code of Ordinances. Discussed the details of ordinance No. 2012-17.
7:32:42 PM Gulledge Asked the Board if there are any questions or comments. There were none, will add to the agenda for the July 3rd Board meeting.
7:32:57 PM Gulledge Agenda Item 12 - Calendar updates - Discussed the upcoming events.
7:34:40 PM Gulledge Agenda Item 13 - Public Input - Would anyone like to address the Board?
7:34:51 PM Misty Menossi 4825 Hazel Road, Edwardsville - Her son plays in the Khoury League and she would really appreciate the addition of a bathroom. She also had a question regarding the transportation of the games. Can she drive thru Maryville if the ordinance is passed when she's working and transporting machines to Collinsville.
7:36:02 PM Motil Motil answered Menossi's concerns.
7:36:38 PM John Schwander 304 Meisner Lot B, Collinsville - Questioned the ordinance discussed and if it was already passed. The Mayor explained that nothing has been voted on at this point.
7:37:24 PM Gulledge Agenda Item 14 - To Do List
7:37:51 PM Schmidt Would like to add the Comprehensive Plan to the to do list. Mayor will add it under administration.
7:38:43 PM Gulledge Agenda Item 15 - Trustee Comments
7:38:46 PM Schmidt Asked Debbie from Humdingers how she will get a license being that her building is so close to a neighboring church.
7:39:39 PM Debbie Lovell She believes that she meets the requirements.
7:41:22 PM Schmidt There is a provision in the Illinois Gaming Act and Schmidt encourages the business owners to do the research on a referendum if the ordinance is passed.
7:42:23 PM Kostyshock Master gardeners open house tomorrow evening. Encouraged the Board to check it out. He also asked permission to spruce up the population sign area with new flowers and mulch. This won't cost more than $200.
7:44:24 PM Garcia Suggested to keep the lights up from Memorial day thru 4th of July holiday. Mayor agreed that we will try to leave them up next year.
7:45:25 PM Gulledge Agenda Item 16 - Mayors Comments - We spoke last week on the removal of the house at 316 W. Zupan. They did run into a small amount of asbestos, they bid the job and it came in the low of three bidders at $1480.
7:46:31 PM Gulledge Tomorrow is the preconstruction meeting on the Keebler Road asphalt overlay. They hope to get the dates of when project will start. It will be resurfaced with a state grant.
7:47:09 PM Gulledge Chief Schardan hired some Records Clerks a couple years ago. Dawn Hayes is leaving the position for a fulltime position in Pontoon Beach. After interviewing candidates for a new Records Clerk, Chief Schardan would like to recommend Debra Thompson. Schardan would like to hire her part time 15 hours a week. He would like to add it to the agenda next week.
7:49:02 PM Gulledge Being no other business to come before this meeting, motion to adjourn by Schmidt and seconded by Kostyshock. Roll call vote on the motion: Schmidt - yes, Kostyshock - yes, Garcia - yes, Gulledge - yes.
