6:32:47 PM Gulledge Called the Caucus meeting of Wednesday, February 22, 2012 to order and invited those in attendance to join in the Pledge of Allegiance.
6:32:52 PM Gulledge Asked for the roll call of those officers present. Answering the roll were Trustees Schmidt, Bell, Kostyshock. Also in attendance were Deputy Clerk Triplo, Attorney Motil, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, 2 guests and 1 reporter. Trustee Vallino, Garcia and Short was absent from the roll call.
6:33:11 PM Gulledge Called for the approval of the minutes of the February 8, 2012 Caucus meeting. Mayor asked if there were any questions, additions, or subtractions to the minutes as prepared by the Deputy Clerk. There were none. Motion to approve the minutes was made by Schmidt and seconded by Kostyshock. Roll call vote on the motion: Schmidt - yes; Bell - yes; Kostyshock - yes. Motion carried.
6:33:44 PM Gulledge Agenda item number 5: Building & Zoning Vehicle - Flaugher
6:33:53 PM Flaugher Flaugher referred to the estimates that the board received. He talked thru details of the estimates. Vehicle is ten years old and he wanted to know what the board suggested for the vehicle.
6:35:46 PM Schmidt Question on one of the estimates, one bid has a fuel pump replacement.
6:38:08 PM Gulledge Noted Trustee Garcia arrived and was seated.
6:39:05 PM Flaugher For the moment the car does seem to be running fair. It still cuts out and shuts off power at times. He suggested to continue driving it until it breaks down.
6:41:06 PM Gulledge We need to fix the car. Then when we start working on budgets we need to include this. We need to make a decision on fixing the car or not fixing it. We also need to remember that the car will need new tires soon.
6:43:26 PM Schardan Suggested switching one of the old squad cars for a temporary fix.
6:44:40 PM Gulledge Put the vehicle in the budget for next year. Don't put any more money in the car and drive it while it's working. Then possibly switch it with one of the old squad cars.
6:45:50 PM Gulledge Discussion between the board decided that Flaugher would continue to drive current vehicle and we will put it the upcoming budget. If it breaks down before then we will make a temporary fix with an old squad vehicle.
6:47:11 PM Gulledge Agenda item number 6: Radar Units - Schardan
6:47:18 PM Schardan Requesting to purchase two radar units. One is a handheld unit. And one unit is in Sgt. Howe's car. Both will come out of the DUI account fund.
6:48:05 PM Gulledge Everyone is in favor of this purchase.
6:48:23 PM Schardan Agenda item number 7: Requesting to purchase a new computer. Computer issue for Patrol Desk would like to replace. They currently have the money in the budget and maybe put two in the budget for next year.
6:49:32 PM Bell Are you purchasing a monitor?
6:50:28 PM Gulledge To clarify you are asking to purchase one computer from Computron out of your computer account.
6:51:17 PM Bell If you need a monitor, he would suggest getting it while the money is available in your account.
6:52:33 PM Gulledge We will add to the next board meeting agenda.
6:53:45 PM Gulledge Agenda item number 8: 2012/2013 MFT program - Presson
6:53:49 PM Presson MFT Program - $30,000 in changes. He broke down changes for the program. Needs to be bid at the same time part will come from WSOM fund, but needs to be all bid together. There is an additional $10,000 for signs due to current IDOT standards.
6:55:21 PM Schmidt Question regarding the streets and locations on attached oil and chip documentation. Presson assured the footage and numers are correct and the streets were just a copy/paste error.
6:55:58 PM Gulledge Any questions or comments regarding the MFT program. There were none.
6:56:23 PM Gulledge Agenda item number 9: Surplus Public Works Vehicles
6:56:33 PM Presson There are two older vehicles no longer operable. Would like to know what to do with them.
6:57:12 PM Gulledge Should we give them to the fire department? Board decided they will turn them over to the fire department and they will scrap them.
6:58:18 PM Gulledge Gentleman would you like to address the board at this time.
6:58:41 PM Ryan Luckett 904 Rolling Meadows Drive - Park and Rec Board - Looking at a track of land for a potential park development of land off Duke Drive. He worked with the Mayor and Charlie Juneau and they have come up with a proposed plan available and general layout for the park.
7:00:10 PM Gulledge Park committee recommendation email from Jolene. Mayor read the email.
7:00:51 PM Luckett Came up to the board to show the layout for the park and answered any questions or concerns from the board.
7:02:25 PM Gulledge All amenities showing on the map except for the trail is all in a special grant account.
7:02:58 PM Gulledge Talked about the gate placement, for easy access for our police officers. And he spoke about a parking lot, so visitors won't be blocking residents driveways or parking on the street.
7:05:59 PM Kilzer We did everything possible to make the residents in the area happy.
7:07:29 PM Kostyshock Asked about the gate placement. Mayor explained they were being proactive about making it safe and the police locking it up in the evenings and morning. There will be lighting for safety, but not all lit up, possibly motion lights.
7:08:17 PM Gulledge Charlie Juneau to put something together and have a meeting in about a month to show the plans to the public.
7:10:54 PM Garcia Confirmed access to the bike trail.
7:13:20 PM Gulledge Spoke about park options. We are going to move forward on the plans of the park.
7:13:40 PM Gulledge Mayor will work to get some financial help for the asphalt.
7:14:25 PM Bell Told Luckett to not put alot of money into maps, but get one map and then we will put it on the screen for the informational meeting.
7:15:11 PM Bell Recommendation to approve the master gardener project. The biggest cost is for Phase 1 for the cedar posts for the raised beds for the vegatable gardens. The raised beds will help control the soil in the beds. They supply the food pantry with the produce from the park.
7:16:54 PM Gulledge He would like to put this on the agenda for the Caucus Meeting next week. Maybe, we can invite Corrin to come with the presentation and then she can speak to the Board and see the plan so we can all see it and be aware of the details of the plan.
7:17:59 PM Bell Park Committee is in favor of the project. This will cut down on their labor and increase production.
7:20:15 PM Gulledge Mayor will invite Sharon to the meeting next week and show the board the plan.
7:20:42 PM Gulledge Agenda item number 10: Library Building Plan
7:20:56 PM Kostyshock At the last meeting they interviewed three project managers and they would like a soil sample taken. They don't want them to do it at both sites. Would like to do the testing upfront. It will be a single floor building, but not sure about the square footage. They need to know the location prior to the soil sample.
7:22:40 PM Bell Doesn't think it should be by the police station.
7:22:52 PM Schmidt They don't know what size of a building, can they tell us what way it's going to face?
7:23:26 PM Gulledge Chief is concerned about the visibility of the building. But the mayor does see both sides for both locations. Discussion from the board as to the building location.
7:28:04 PM Bell In fairness to the library committee the board wanted more information before making a decision.
7:30:57 PM Gulledge Bottom line is we need to vote on it and give them and answer as to the building location. Let's have a vote next time we have everyone present.
7:34:11 PM Gulledge Agenda item number 11: Calendar Updates - Discussed upcoming events and committee meetings.
7:35:34 PM Bell Park Committee final changes to the Village Garden - Bell talked to Jolene this morning and asked her to publish the application and guidlelines. She will post those as Village News on the website, and then will publish to the newspaper. They will be due on March 30th. Sharon will be passing out application at the Discovery Series. Bell also suggested putting it on the marquee.

7:40:21 PM Gulledge Agenda item 12: Public Input - Andy Kope
7:40:31 PM   Andy Kope - 913 Rolling Meadows, He would like to see the library near the police station. Long term the south side is nicer because it's closer to the neighborhoods. If it did end up on the north side, he would like to see something to separate it from Ameren.

7:44:04 PM Gulledge Agenda item number 14: Trustees Comments
7:44:56 PM Bell Park Committee reported 15 people at the wood carving event, 30 people at social networking event and 90 people for the wine tasting event. Todd approved the order for some fish. They did have an issue with the pick up date. Mayor said they would take care of working out the pickup date.
7:46:34 PM Kostyshock Had a question about the fishing derby. Years ago we used to put the fish in a couple days before, so they would be hungry and they could catch more. Todd explained that they were buying minnows and hopeful they would grow. The trouble is the pick up date.
7:53:13 PM Gulledge Agenda item number 15: Mayor Comments - Need to be talking about a budget. Be thinking about the rent for the library. Caucus Meeting next Wednesday. Tomorrow night meeting, Southwestern Council of Mayors, 6pm. We have five people confirmed to go. Mayor may ask a staff person to go because Motil can't go.
7:56:35 PM Gulledge Cindy Winters, Grace and Hope Ministries event, Making a Difference, March 10th There are several different projects to select from. Then they will dedicate a park bench in honor of Pastor Fred. Complimentary lunch at the church. Open to any other suggestions.
8:01:16 PM Gulledge There being no further business; called for a motion to adjourn. Motion made by Bell, seconded by Schmidt. Roll call vote on the motion: Schmidt - yes, Bell - yes, Kostyshock - yes; Garcia - yes. Motion carried.
