7:00:03 PM Gulledge Called the Board meeting of Wednesday, April 20, 2011 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, asked for a roll call of those officers present. Answering the roll call were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Attorney Motil, Clerk Fenton, Public Works Director Presson, Treasurer Henry, Building and Zoning Administrator/Fire Chief Flaugher, Deputy Chief Carpenter, Comptroller Brussatti, one resident and two reporters.
7:00:49 PM Gulledge Called for approval of the April 6th meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Schmidt and seconded by Vallino. Voting on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:01:20 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills. There were none. Motion to approve was made by Kostyshock and seconded by Short. Voting on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:01:52 PM Gulledge Went to Communications; there were none. Went to Legal Matters and asked Attorney to discuss.
7:02:06 PM Motil Presented Ordinance 2011-12, Amending Meeting Order of Business. He read the ordinance in its entirety, pointing out the significant change of adding a prayer. Motion to approve was made by Kostyshock and seconded by Garcia. Voting on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes; Gulledge - yes. Motion carried.
7:04:29 PM Gulledge Went to Old Business.
7:04:43 PM Kostyshock Made a motion to pay Change Order #2 to Natgun for handrails on water ground storage tank in the amount of $6,500. Second was made by Schmidt. Voting on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:05:26 PM Kostyshock Made a motion to approve Pay Application #6 to Bruce Concrete for Lakeview Acres Road Phase 2 Project in the amount of $4,357.85. Second was made by Vallino. Voting on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:06:08 PM Kostyshock Made a motion to approve Pay Application #1 to LW Contractors for Schiber Court road improvements in the amount of $82,295.96. Second was made by Short. Voting on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:06:56 PM Gulledge Went to New Business/ Trustees Comments.
7:07:01 PM Vallino Stated there will be a Planning Commission Meeting on the 25th at which a Public Hearing will be held for the rezoning of 2210 Williams Street from SR-1 to SR-2. Stated on the agenda is a the re-zoning recommendation as well as a concept plan presentation for a different project.
7:07:33 PM Bell Commented the Community Work Day was successful. Next, commented the Fly a Kite day was not well attended due to weather. Next commented website training has begun and is going well.
7:08:53 PM Gulledge Went to Calendar Updates. Events were discussed.
7:10:21 PM Gulledge Commented tickets are now available to the Mayor's Prayer Dinner to be held May 5th at 6:30 p.m. at the First Baptist Church.
7:11:42 PM Gulledge Went to Staff Reports.
7:11:57 PM Carpenter Commented one of the new squad cars is in service, the other has some minor details to be finished.
7:12:22 PM Short Commented the Chicken & Beer Dance was successful, generating over $2,300 profit.
7:13:31 PM Presson Stated on May 20, 21, and 22 Allied Waste will provide dumpsters at the Schiber Court shed for a large-item drop off. Stated the event is exclusively for Maryville residents. Commented Allied Waste is not able to accept tires, hazardous materials such as paint or motor oil, or bio-hazardous materials like hypodermic sharps. Comments were made that residents complained the annual Spring Large Item Pickup event was not well advertised, mostly due to the fact the sign has not been operational.
7:16:25 PM Gulledge Went to Business from the Floor. There was none.
7:16:34 PM Gulledge Went to Mayor's Comments. Gave Allied Waste totals. Next, commented the local American Legion is small and unable to provide enough help for the traditional Memorial Day Service; so the Ministerial Alliance has stepped in and will rotate the service each year. Stated this year's service will be held at St. Luke's Church at 10:00 a.m. on May 30th. Next, commented the Good Friday Service will be held at New Rivers Assembly of God Church at 7:00 p.m. With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Bell and seconded by Schmidt. Voting on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
