7:00:00 PM Gulledge Called the Board meeting of Wednesday, January 4, 2006 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, he asked for a roll of those officers present. Answering the roll call were Trustees Limberg, Schmidt, Bell, Callahan, Kostyshock and Garcia. Also in attendance were Attorney Wigginton, Clerk Long, Police Chief Schardan, Fire Chief/Building and Zoning Administrator Flaugher, Public Service Officer Jones, one (1) citizen and four (4) reporters.
7:00:52 PM Gulledge Called for approval of the December 21, 2005 minutes. He asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion was made by Kostyshock and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:01:26 PM Gulledge Called for approval of the bills submitted for payment. He asked if there were any questions, additions or subtractions to the bills as presented for payment.
7:01:35 PM Bell Stated he has one addition: KDI Net LLC, web host, in the amount of $310 for the service period January, 2006 through December, 2006.
7:02:36 PM Gulledge Asked for any other questions or comments. There were none. Asked for a motion to pay the bills including the KDI Net addition. Motion was made by Bell and seconded by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:02:56 PM Gulledge Went to Communications. There were none. Went to Legal Matters.
7:03:13 PM Wigginton Discussed Ordinance 2006-01, an ordinance authorizing the execution of a Water Service and Pre-Annexation Agreement pertaining to the property of Steven Mosher located at Lot 2 Meier Wood Acres Subdivision, commonly known as 1 Jemma Lane, Glen Carbon, Illinois, 62034. He said this Pre-Annexation Agreement was the subject of a Public Hearing held earlier this evening at 6:45 p.m. Stated this is the standard required agreement, authorizing the Mayor and Village to enter into and execute water service and pre-annexation dated October 11, 2005.
7:04:02 PM Gulledge Called for a motion to approve Ordinance 2006-01. Motion was made by Schmidt and seconded by Limberg. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:04:37 PM Gulledge Went to Old Business.
7:04:47 PM Limberg Stated, as previously discussed by Police Chief Schardan and the Board at a prior Caucus Meeting, he would like to make a motion to accept the bid from Livescan Equipment in the amount of $30,704, $23,038 of which will be a grant, making the Village portion of the bill $7,676. Motion was seconded by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:06:02 PM Gulledge Went to New Business. There was none. Went to Calendar Updates. Stated the Economic Development Committee will meet Monday, January 9th at 7:00 p.m. at the Village Hall. Stated on Tuesday, January 10th there will be a Fire Pension Board Meeting at the Firehouse at 8:00 a.m. There were no further updates. Went to Staff reports.
7:08:38 PM Schardan Gave an update on the mobile data computers: The Department is still waiting to hear from the State before the computers can be activated. Gave the totals for the "You Drink, You Drive, You Lose" campaign held December 19th through January 1st: There were sixty-six (66) citations written in sixty-eight (68) man-hours, including overtime. Stated there were thirty (30) seatbelt, twelve (12) speeding, one (1) DUI and twenty-three (23) other violations. Stated for the month of December there were one-hundred-seventy-six (176) citations written, ten (10) traffic accidents (none with injuries) and two- hundred-nineteen (219) calls for service.
7:09:43 PM Jones Stated concerning Code Enforcement, for November of 2005 he made sixteen (16) contacts; ten (10) were verbal warnings for being written; one (1) with no action needed; one (1) was a separate department's issue. Stated the pending cases went down to two (2) as of tonight. Stated for December, 2005, there were a total of thirty-seven (37) contacts; twenty-one (21) verbal warnings; three (3) written warnings; five (5) no action needed/no violation; two (2) he has been unable to contact and certified letters have been sent; four (4) contact stickers for vehicles to be moved; one (1) citation; two (2) for another department; and eleven (11) pending cases as of yesterday.
7:10:53 PM Flaugher Gave the Building and Zoning month end reports: Total building permit issued for December was one (1), for an accessory building. The fee collected was $410, with a valuation of $50,000. Stated year-end totals for the Building Department (copies distributed to the Board) were one-hundred-seventy-one (171) total permits issued:  One-hundred-three (103) single family; two (2) multi-family; five (5) commercial; six (6) signs; two (2) additions; nine (9) repairs or alternations to buildings; four (4) garage or accessory buildings; eighteen (18) decks and sunrooms; sixteen (16) pool permits; three (3) demolition permits; three (3) electrical permits. Total fees collected for calendar year 2005 were $116,925.65. Total estimated valuation of new construction for 2005 was $36,880,200. Gave the December report for the Fire Department: Total calls for service for December were thirty-eight (38):  Twenty-two (22) medical calls; three (3) structure fires; one (1) vehicle fire; one (1) motor vehicle accident; four (4) brush/rubbish fires; four (4) alarms; one (1) carbon monoxide call; one (1) investigation; one (1) miscellaneous. Stated of the thirty eight (38) calls, twenty-two (22) were answered in the Village; nine (9) in the fire protection district; and seven (7) mutual-aid calls to assist neighboring communities.
7:12:59 PM Long Stated Data Technologies will be at the Village Hall next week to clean up the computer system and make some changes in some of the reports.
7:13:19 PM Gulledge Went to Business from The Floor. There was none.
7:13:33 PM Gulledge Stated he had no further comments other than to wish everyone a Happy New Year. With no other business to come before the Board, called for a motion to adjourn. Motion was made by Bell and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
