6:30:55 PM Gulledge Called the February 23, 2011 Caucus meeting to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, asked for a roll of those officers present. Answering the roll call were Trustees Schmidt, Bell, Kostyshock and Garcia; Vallino and Short were absent. Also in attendance were Clerk Fenton and Attorney Motil.
6:31:35 PM Gulledge Called for approval of the February 9th meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Schmidt and seconded by Kostyshock. Voting on the motion: Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes. Motion carried.
6:32:05 PM Gulledge Went to first item, Pay App. #9 and final to Baxmeyer Construction.
6:32:14 PM Kostyshock Stated this is the final payment to Baxmeyer for the first phase of the Lakeview Acres Road improvement project in the amount of $66,085.04.
6:32:49 PM Gulledge Stated approximately $16,000 will be coming from County. Stated the item will be placed on the Board meeting agenda. Went to Calendar Updates. Events were discussed.
6:36:32 PM Gulledge Went to Public Input. There was none. Went to To Do List. Bell asked that website development be added to Administration. Garcia asked the status of Fred Winters Park. Mayor stated Representative Kay checked on the funds; however there has been no word on when the money will be received.
6:38:07 PM Kostyshock Stated the concrete work on the Lakeview Acres Road project is finished, and they have about 100 feet left on the sidewalk. Stated weather permitting, they will open for traffic next Wednesday.
6:38:33 PM Gulledge Stated he signed the final documents for IDOT for the Schiber Court Overlay and Phase 3 of Lakeview Acres Road. Commented the intersection at Lakeview Acres should happen in 60 to 90 days and will be a 3 to 4 month project.
6:40:22 PM Bell Asked if they will be discussing residents' feedback on the Safe Routes project at the March 9th meeting.
6:40:34 PM Gulledge Responded yes. Stated a meeting was held yesterday with Brian Kulick. Stated out of 49 letters sent, they have only received 18 responses. Stated there are some key properties for which easements are needed and likely will not be acquired. Stated for this reason, they are anticipating asking the State to change the project to a crossing light on West Main Street near Renee, and sidewalk installation along the drop-off zones in the school parking lot and Renee drive.
6:45:27 PM Gulledge Went to Trustees' Comments.
6:45:32 PM Schmidt Stated the multipliers for Madison County property taxes were released yesterday and mailed to property owners. Stated the multiplier for Collinsville Township is 1.0131 compared to 1.0578 last year.
6:46:43 PM Bell Stated a website development meeting will be held next Wednesday from 9:00 a.m. to noon, at which the committee will be required to attend to work on the required worksheets. Mayor instructed if anyone is unable to attend, they are to let him know. Bell went on to state the Park Committee has requested Board permission to purchase new polo shirts for a cost not to exceed $500.
6:52:30 PM Gulledge Stated Trustee Schmidt has been working on a tax levy comparison poster to be displayed in the Village Hall lobby to explain to residents exactly where their tax dollars go. The poster was displayed and explained.
7:00:45 PM Gulledge With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Bell and seconded by Schmidt. Voting on the motion: Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes. Motion carried.
