7:00:00 PM Gulledge Called the Board meeting of Wednesday, January 2, 2008 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, he asked for a roll of those officer present. Answering the roll call were Trustees Schmidt, Callahan, Kostyshock and Garcia; Limberg and Bell were absent. Also in attendance were Clerk Long, Attorney Wigginton, Public Works Director Presson, Comptroller Brussatti, Police Chief Schardan, three (3) residents and three (3) reporters.
7:00:54 PM Gulledge Asked for a moment of silence in memory of Marvin Schwartz, former Village Trustee and retired fire fighter for the Village.
7:01:12 PM Gulledge Called for approval of the December 19, 2007 meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Schmidt and seconded by Kostyshock. Voting on the motion: Schmidt - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:01:47 PM Gulledge Called for approval of the bills submitted for payment. Explained the bills were not included in the Trustee packets due to the holidays and employee illness. For this reason, offered the Trustees additional time to review the bills. The Board was in agreement to go forward with the vote. Motion to approve was made by Kostyshock and seconded by Schmidt. Voting on the motion: Schmidt - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:02:46 PM Gulledge Went to Communications
7:03:04 PM Long Presented a letter dated December 19, 2007 from Melvin and Carol AuBuchon thanking the Village for installation of a storm drain. She read the letter in its entirety.
7:03:53 PM Gulledge Asked for a motion to place the Communications on file. Motion was made by Kostyshock and seconded by Callahan. Voting on the motion: Schmidt - yes; Callahan -yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:04:16 PM Gulledge Went to Legal Matters and asked Wigginton to discuss.
7:04:18 PM Wigginton Presented Ordinance 2008-001 authorizing Water Service and Pre-Annexation relating to property belonging to Thomas J. Coppotelli and Shameem Clement, located at Lot 2 Blake Trails Subdivision, commonly known as #3 Bliss Terrace, Collinsville, Illinois, 62234. Stated the ordinance was the subject of a public hearing held this evening at 6:45 p.m.; all other notices have been provided pursuant to statute. Stated passage of this ordinance would authorize the Mayor to execute and Village Clerk to attest a document known as Agreement for Water Service and Pre-Annexation dated November 30, 2007.
7:05:18 PM Gulledge Called for a motion to approve Ordinance 2008-01. Motion was made by Schmidt and seconded by Kostyshock. Voting on the motion: Schmidt - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:05:55 PM Wigginton Presented Ordinance 2008-02 authorizing the re-zoning of property known as 2207 South Center Street from SR-2 to B-1. Stated the re-zoning was the subject of a public hearing held on December 17, 2007 before the Planning Commission who issued an advisory report recommending the request. Stated the issue was also the subject of a public hearing held before the Board this evening. Stated passage of the ordinance will authorize the change in zoning.
7:06:57 PM Gulledge Called for a motion to approve Ordinance 2008-02. Motion was made by Callahan and seconded by Kostyshock. Voting on the motion: Schmidt - yes; Callahan -yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:07:37 PM Gulledge Went to Old Business. There was none. Went to New Business/Trustee Comments.
7:07:47 PM Schmidt Paid his respects to the Schwartz and Vallino families on the loss of Marvin Schwartz.
7:07:56 PM Callahan Echoed Schmidt's comments.
7:08:00 PM Kostyshock Commented he has known the Schwartz and Vallino families for sixty plus years. Stated Schwartz was a dedicated fireman, and served as Treasurer of the Department. Commented he was the most honest person he ever knew.
7:08:23 PM Garcia Paid her respects as well.
7:08:37 PM Gulledge Went to Calendar Updates. Commented on the Community Improvement Board meeting scheduled for Monday at 7:00 p.m.; the Economic Development Committee meeting on the 14th at 7:00 p.m.; Park meeting the 21st at 6:00 p.m.; Planning Commission meeting the 28th at 7:00 p.m.; Library meeting on the 8th. Commented he was unsure whether there was any attendance at the Scavenger Hunt held January 1st. Went to Staff Reports.
7:10:05 PM Schardan Gave December totals: 184 calls for service; 84 traffic citations issued; 13 accident reports. Commented on Letters of Recognition attached to his report regarding an incident at Southwestern Electric. Explained a citizen heard noise at the facility and called the station; officers that responded were unable to locate the subject; a second citizen noted a car pulling off a neighboring lot and followed the vehicle while calling police. Stated thanks to the help of these two citizens, the officers were able to respond and capture two subjects who will subsequently be charged with theft.
7:11:25 PM Kostyshock Commented the police are doing a good job on Route 159; however his opinion is they are doing an even better job in the subdivisions, as they are very visible. Stated he has heard compliments on officer conduct from several residents.
7:12:00 PM Gulledge Went to Public Works; Presson had no report. Went to Comptroller; Brussatti had no report. Went to Clerk; Long had no report. Presented the Fire Department and Building and Zoning reports on behalf of Flaugher, who is standing Honor Guard at the Schwartz funeral. Read 2007 Building and Zoning totals: Fees collected were $1,512.15; estimated valuation was $200,800; year to date total fees were $99,611.76; year to date estimated valuation was $37,295,553. Commented they are up on permits over last year. Next, presented the Public Service Officer report, as PSO Jones went home ill. For the month of December: 23 complaints; 2 citations; $250 fines collected; year to date fines collected $1,850.
7:13:37 PM Gulledge Went to Business from the Floor. There was none. Went to Mayor's Comments. Commented on his memories of Marvin Schwartz as a Trustee in the 1960's and 1970's patching the streets of town with asphalt. Commented on Schwartz's commitment to the Village, stating he will be sorely missed.
7:14:49 PM Gulledge With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Schmidt and seconded by Kostyshock. Voting on the motion: Schmidt - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
