7:00:10 PM Gulledge Called the Board meeting of Wednesday, January 7, 2009 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, he asked for a roll of those officers present. Answering the roll call were Trustees Limberg, Schmidt, Bell, Callahan, Kostyshock and Garcia. Also in attendance were Clerk Long, Attorney Wigginton, Public Works Director Presson, Building and Zoning Administrator/Fire Chief Flaugher, Comptroller Brussatti, Police Chief Schardan, seven (7) residents and two (2) reporters.
7:01:01 PM Gulledge Called for approval of the December 17th meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Schmidt and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:01:34 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills. There were none. Motion to pay was made by Kostyshock and seconded by Limberg. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:02:17 PM Gulledge Went to Communications. Presented awards for the annual Holiday Lighting Contest sponsored by the Park Committee.
7:05:25 PM Gulledge Called for a motion to place the Communications on file. Motion was made by Bell and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:05:46 PM Gulledge Went to Legal Matters and asked attorney to discuss.
7:05:59 PM Wigginton Presented Ordinance 2009-01 authorizing the execution of a Water Service & Pre-Annexation Agreement for property owned by Betty R. Ray, located at Lot 20 Blake Trails Subdivision, 1st Addition, commonly known as 21 Bliss Terrace, Collinsville, Illinois. Stated a public hearing was held on January 7th at 6:45 p.m. pursuant to Notice and Statute. Stated all other statutory procedures have been complied with. Stated passage of the ordinance would authorize the Mayor and Village Clerk to sign and attest a document known as Agreement for Water Service and Pre-Annexation dated November 14, 2008. Stated this is the standard agreement.
7:06:54 PM Gulledge Called for a motion to approve Ordinance 2009-01. Motion was made by Kostyshock and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:07:30 PM Gulledge Went to Old Business.
7:07:45 PM Bell Commented a Scavenger Hunt sponsored by the Park Committee was held on New Year's Day; however he was unable to attend.
7:08:00 PM Gulledge Went to New Business/Trustees' Comments.
7:08:09 PM Callahan Stated a MCIB meeting was held Monday evening, at which he stated they need to have their budget request done by March. Commented they are in the process of trying to get more organized as a Board.
7:08:54 PM Kostyshock Commented the Public Works did a good job with the recent ice storm. Also commented there are a lot of projects scheduled for the coming year.
7:09:37 PM Gulledge Went to Calendar Updates: No Economic Development Committee meeting; Park meeting January 19th; Planning Commission meeting January 23rd. Went to Staff Reports.
7:10:20 PM Brussatti Commented he had a software problem with W-2 forms; however he hopes to have them printed tomorrow.
7:10:39 PM Flaugher Presented December Fire Department totals. Next, presented December Building and Zoning totals as well as the yearly summary.
7:12:54 PM Garcia Asked what the Accessory Building is for CARD.
7:12:58 PM Flaugher Responded the maintenance building on their park property.
7:13:12 PM Limberg Asked the single family permit comparison to the previous year.
7:13:20 PM Flaugher Responded he did not calculate it, but thinks there were approximately 89 last year. Commented it was down a little this year. Commented they still did well this year compared to other communities.
7:13:48 PM Schardan Presented December monthly report. Next, commented the new officer is doing well with training.
7:14:31 PM Gulledge Went to Business From the Floor. There was none. Went to Mayor's Comments. Explained the meeting is so short as it is the first Board meeting of the year and they have not held a Caucus meeting for two weeks. Next, stated Walgreen's opens this Friday, with a ribbon cutting ceremony at 9:00 a.m. to which all Trustees are invited. With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Schmidt and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
