7:00:12 PM Gulledge Called the Board meeting of Wednesday, February 4, 2008 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, he asked for a roll of those officers present. Answering the roll call were Trustees Limberg, Schmidt, Bell, Callahan, Kostyshock and Garcia. Also in attendance were Clerk Long, Attorney Wigginton, Building and Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, Comptroller Brussatti, sixteen (16) Village Employees, six (6) residents and three (3) reporters.
7:01:09 PM Gulledge Called for approval of the January 21st meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Schmidt and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:01:42 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills. There were none. Motion to pay was made by Kostyshock and seconded by Limberg. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:02:13 PM Gulledge Went to Communications. There were none. Stated a drawing was held at 6:15 p.m. this evening for simultaneous filing of Village Trustee petitions. Stated Offices Jared Missey and Tony Manley were present as witnesses. Stated the results of the drawing were as follows: First on the ballot will be Kostyshock, second will be Garcia, and third will be McNamara; Craig Short will be fourth.
7:03:17 PM Gulledge Went to Employee Service Awards presentation. Explained they are giving awards for years of service at ten (10), twenty (20) and thirty (30) years. Mayor and Trustee Garcia presented the Awards (list attached).
7:09:33 PM Gulledge Next, stated awards will be given for Employee of the Year for each of three Village Departments: Public Safety, Public Works and Administration. Displayed the commemorative plaque that will hang in the lobby of the Village Hall. Presented the awards (list attached).
7:13:39 PM Gulledge Asked for a motion to place the Communications on file. Motion was made by Schmidt and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:14:11 PM Gulledge Went to Legal Matters, and asked Attorney to discuss.
7:14:14 PM Wigginton Presented Resolution 2009-01 accepting the final development plan for Maryville Medical Building #2. Read the Resolution in its entirety.
7:16:05 PM Gulledge Called for a motion to approve Resolution 2009-01. Motion was made by Kostyshock and seconded by Limberg.
7:16:21 PM Callahan Asked the provision for the specific plants.
7:16:28 PM Gulledge Responded they want them specified. Asked Flaugher to discuss.
7:16:36 PM Flaugher Stated the landscaping plan on the ordinance has a list of desirable and non-desirable trees. Explained the developer's proposed trees were on the desirable list; however the Planning Commission wanted specific species and where they would be located within the development. Stated they have received the information on the landscaping plan.
7:17:16 PM Gulledge Asked for other questions. There were none. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:17:34 PM Wigginton Presented Ordinance 2009-03 declaring certain property as surplus property. He read the ordinance in its entirety.
7:18:53 PM Gulledge Called for a motion to approve Ordinance 2009-03. Motion was made by Kostyshock and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:19:30 PM Gulledge Went to Old Business.
7:19:38 PM Schmidt Made a motion to pay property taxes on property owned by the Village located at 6116 West Main in the amount of $3,303.41. Second to the motion was made by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:20:35 PM Bell Made a motion to amend the Park Equipment and Tree Donation Form to reflect minimum amounts as follows: Park Bench - $600; Picnic Table - $850. Mayor commented they have not lost money, as they found the discrepancy upon recently ordering one. Second to the motion was made by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:21:49 PM Gulledge Went to New Business/Trustees' Comments.
7:22:01 PM Callahan Commented the majority of the Board voted to give Walgreen's a $350,000 tax incentive to move to the Village. Explained he recently received a check in the mail for transfer of prescription from his existing pharmacy to the Walgreen's. Stated he was bothered that the Walgreen's claims to be located in Glen Carbon. Commented the Village gave them a $350,000 tax break, and they don't even know they are in Maryville.
7:22:46 PM Flaugher Explained Walgreen's is within Maryville Village limits, and they are aware of same; however as was revealed at the approval stage, that part of Route 162 is a dividing line between the two postal districts, so their mail is delivered by the Glen Carbon Post Office. Explained Maryville has no control over that issue. Explained there is a business located on Route 157 that had the same problem, being within the Maryville Village limits and having a Collinsville mailing address. Commented another example is Echo Plaza where Sharkey's is located, which is within the Village but carries a Collinsville mailing address. Commented unfortunately, any invoices or billing must show the mailing address.
7:23:52 PM Callahan Commented the answer was well planned.
7:24:02 PM Limberg Commented he has lived in the Village off of Route 162 for quite some time: He had a 288 prefix phone number and a Glen Carbon mailing address for approximately eight years, which just recently was changed. Commented Maryville has no control over mailing addresses.
7:24:35 PM Kostyshock Commented on the death of David Bohnenstiehl, who was a school teacher at Maryville for thirty (30) years. Stated the viewing will be tomorrow from 4:00 p.m. to 8:00 p.m. at Herr Funeral Home.
7:25:32 PM Gulledge Went to Calendar Updates.
7:25:46 PM Callahan Commented the MCIB held a meeting to discuss the format that will be used in the budgeting process. Stated they anticipate completion of the first Welcome sign this fiscal year. Stated they will come up with budget requests next month for a report to Trustee Schmidt.
7:26:39 PM Garcia Asked Callahan about the banner program.
7:26:43 PM Callahan Stated they expect them to be up in March. Gulledge asked Presson to discuss.
7:26:55 PM Callahan Stated they have all the banners; brackets were picked up last Friday; installation will start the end of next week.
7:27:06 PM Callahan Stated Dawn Mushill has requested a photo be taken during installation for publication in the newspapers. Stated they have approximately thirty (30) banners. Presson commented the majority will be placed in front of the sponsoring business.
7:27:59 PM Bell Commented on the Discovery Series: Next week will be railroading at K-10 Model Trains from 3:00 p.m. to 5:00 p.m. Mayor commented the shop is worth a visit.
7:28:53 PM Gulledge Went to Staff Reports.
7:29:02 PM Schardan Gave January Police Department report.
7:29:18 PM Flaugher Gave January Building and Zoning report. Next, gave January Fire Department report.
7:30:31 PM Callahan Asked Flaugher if he has heard from Cambridge House regarding the number of calls in O'Fallon.
7:30:35 PM Flaugher Responded he has not had a response yet. Explained Terry Hodapp is attempting to obtain the information from O'Fallon/Shiloh EMS. Stated he anticipates a meeting to be set up with Cambridge House Administration within the next week.
7:31:35 PM Long Thanked all that voted for her award.
7:31:42 PM Gulledge Went to Business from the Floor. There was none. Went to Mayor's Comments. Stated the Troy/Maryville Chamber of Commerce Business After Hours will be held next Friday from 5:00 p.m. to 6:30 p.m. at Villa Marie Winery. Stated Dawn Mushill has asked the Village to make a good showing. Commented his appreciation for all honored employees.
7:32:56 PM Gulledge With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Bell and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
