6:59:58 PM Gulledge Called the Special Board Meeting of Wednesday, May 1, 2009 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, he asked for a roll of those officers present. Answering the roll call were Trustees Limberg, Schmidt, Kostyshock and Garcia; Bell and Callahan were absent. Also in attendance were Clerk Long, Attorney Wigginton, Water Superintendent Hoffmann, Building and Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Fireman Watts, Trustee Elect Short, fifty-two (52) residents and two (2) reporters.
7:01:21 PM Gulledge Stated the purpose of the Special Meeting is to swear in newly elected officers and make committee and staff appointments.  
7:01:50 PM Long Performed the swearing in to office of Village President and Mayor Larry Gulledge.
7:02:50 PM Long Performed the swearing in to office of Village Trustee Edward Kostyshock. 
7:03:44 PM Long Performed the swearing in to office of Village Trustee Linda Garcia. 
7:04:30 PM Long Performed the swearing in to office of Village Trustee Craig Short.
7:05:27 PM Gulledge Asked for a roll call of the newly elected Board. Answering the roll call were Trustees Limberg, Schmidt, Kostyshock, Garcia and Short.
7:06:15 PM Gulledge Went to Communications.
7:06:21 PM Long Presented a letter of resignation from the Fire and Police Board from Craig Short. She read the letter in its entirety. 
7:07:29 PM Gulledge Asked for a motion to place the communications on file. Motion was made by Schmidt and seconded by Garcia. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:08:06 PM Gulledge Went to Old Business.
7:08:08 PM Limberg Made a motion to approve the request from the Khoury League to hold their Opening Day parade and event, rescheduled to May 9th at 9:30 a.m. due to bad weather. Second to the motion was made by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:09:09 PM Gulledge On behalf of Trustee Bell, asked for a motion to approve the bid from R.Cann Electric in the amount of $2,800 for the lighting at the Memorial Walkway. Motion was made by Limberg and seconded by Schmidt.
7:09:38 PM Limberg Asked the start date of the project.
7:09:43 PM Gulledge Stated they believe they can have it done by Memorial Day. With no further questions or comments, asked for a roll call. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:10:31 PM Gulledge Stated there is no new business, as this is a special meeting. Went to Trustees' Comments.
7:10:49 PM Kostyshock Thanked those who voted for him for their confidence. Stated he will do his best to serve. Stated the number one goal of all the Trustees is to represent the people.
7:11:23 PM Short Thanked everyone for the confidence shown in him. Stated he will do his best.
7:11:38 PM Gulledge Went to Business from the Floor. There was none. Went to Announcements. Displayed the plaque that will be presented to Former Trustee Callahan, and read the inscription. Next, reiterated the Khoury League Opening Day event scheduled for tomorrow has been cancelled due to bad weather, and is rescheduled for next Saturday. Stated the parade will begin at 9:30 a.m., after which Opening Day ceremonies will be held including a field dedication to John "Buster" Lucas. Next, stated there is a Community Improvement Board meeting Monday, May 4th at 7:00 p.m. Next, reminded all tickets are available for the Mayor's Prayer Dinner, which will be held May 7th at the Baptist Church at 6:30 p.m. Stated tickets are free and a free-will offering is taken to benefit the Maryville Food Pantry.
7:14:16 PM Gulledge Went to Committee Appointments. Thanked Craig Short for his service on the Fire and Police Board. Asked for a motion to appoint Gary Kukla, 25 Oak Lake Court to serve a three-year term on the Fire and Police Board. Motion was made by Schmidt and seconded by Short. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Clerk Long performed swearing in to office for Kukla.
7:18:04 PM Gulledge Went to Trustee Committee Appointments for fiscal year May 1, 2009 through April 30, 2010 (copy attached).
7:20:14 PM Gulledge Went to Staff Appointments for fiscal year May 1, 2009 through April 30, 2010 (copy attached). Asked for a motion to approve Staff Appointments. Motion was made by Garcia and seconded by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:21:36 PM Gulledge Went to Committee Appointments. Appointed members of the Community Improvement Board for a three-year term (copy attached). Motion to approve was made by Kostyshock and seconded by Short. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:22:34 PM Gulledge Appointed members to the Economic Development Committee for a one-year term (copy attached). Motion to approve was made by Schmidt and seconded by Garcia. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:23:22 PM Gulledge Appointed Greg Collins, to the Fire Pension Board for a three-year term. Motion to approve was made by Garcia and seconded by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:24:08 PM Gulledge Appointed members to the Park & Recreation Committee for a three-year term (copy attached). Motion to approve was made by Limberg and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:24:38 PM Gulledge Appointed members to the Planning Commission for a three-year term (copy attached). Motion to approve was made by Short and seconded by Garcia. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:25:13 PM Gulledge Appointed members to the Zoning Board of Appeals for a five-year term (copy attached). Motion to approve was made by Kostyshock and seconded by Short. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:25:48 PM Gulledge Stated the regular scheduled Board meeting will be held next Wednesday evening, before which a public hearing will be held at 6:50 p.m. to discuss a petition for rezoning for LB Properties, which is the new Maryville Manor facility. Next, commented on how lucky the residents are to have the many volunteers giving their time to the community. Next, complimented the staff of the Village, who care about the residents and do a good job. Next, commended Attorney Wigginton, who has been with the Village for twelve years and does a good job. Next, commented Charlie Juneau has been with the Village for at least 26 years, and does a good job. Next stated his appreciation for the support shown him in the last election. Finally, stated the Bike Rodeo will be held next Saturday, May 9th.
7:28:56 PM Gulledge With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Schmidt and seconded by Limberg. Voting on the motion: Limberg - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
