6:15:16 PM Gulledge Called the Public Hearing of Wednesday, July 22, 2009 to order. There were ten (10) people in attendance. Explained the reason for the hearing is to provide information to the public regarding the proposed addition of water storage and softeners project and the Village's application for IEPA loan funding. Asked Village Engineer to discuss.
6:16:20 PM Juneau Stated this is an application for an IEPA low-interest loan for which there are two avenues to pursue: First is through the Stimulus Package would amount to 25% loan being forgiven with 75% of the loan amount at zero percent for twenty (20) years. Stated if the stimulus money is not obtained, they can apply for a typical IEPA loan, which is 2.5% for twenty (20) years for the total amount of the loan. Stated the IEPA has reviewed the project which is a new 1.5 million gallon ground storage tank to be located below the existing water tower and treatment plant improvements to add two (2) softeners and expand the building. Stated the IEPA has determined the project meets the requirements and is a technically appropriate and cost effective project. Stated unless new information is received through the public comment period, the agency will approve the planning at the close of the public comment period. Stated the project summary and preliminary environmental impact determination will be on file at Village Hall for ten (10) days after the hearing for comments. Stated comments may be made to the Village or to the IEPA contact listed as Gary Beinheimer of the IEPA in Springfield, Illinois. Opened the hearing to the public for questions or comments.
6:19:30 PM Bell Asked if the softener project will only expand the capacity or soften the water more.
6:19:47 PM Juneau Explained it expands the capacity, to double the current capacity. Stated the result is that the existing softeners will not have to backwash as often, and will increase capacity. Stated there will be no change in the final product.
6:20:14 PM Gulledge Asked for other questions.
6:20:18 PM Bell Asked when the manner of the loan will be determined.
6:20:26 PM Juneau Stated projects have to move along very fast for the stimulus program. Stated they should hear by mid September whether the project is in line to receive stimulus funds.
6:20:41 PM Bell Clarified the annual repayment of $169 is assuming they do not receive the stimulus. He was told that is correct.
6:21:23 PM Gulledge Asked for other questions. There were none. He closed the hearing.
