7:00:00 PM Gulledge Called the Board meeting of Wednesday, October 7, 2009 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, asked for a roll of those officers present. Answering the roll call were Trustees Limberg, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Long, Attorney Wigginton, Public Works Director Presson, Building and Zoning Administrator/Fire Chief Flaugher, Police Sergeant Manley, Fireman Hodapp, Fireman Jamruk, Fireman May, Comptroller Brussatti, and two reporters.
7:00:53 PM Gulledge Called for approval of the September 16th meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Bell and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:01:26 PM Gulledge Called for approval of the September 30th Special Board meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Kostyshock and seconded by Short. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:01:57 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills. There were none. Motion to pay was made by Kostyshock and seconded by Schmidt.
7:02:19 PM Schmidt Commented payment for the work done on the Memorial Walk and Village Hall Complex, the total of which is $4,868, will require amendment of the budget to take the amount from surplus. Stated the new surplus amount will be $63,466.
7:03:11 PM Gulledge Asked for a roll call. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:03:52 PM Gulledge Went to Communications. There were none. Went to Legal Matters and asked Attorney Wigginton to discuss.
7:04:01 PM Wigginton Read Proclamation "Keeping the Lights On After School" in its entirety.
7:06:22 PM Gulledge Called for motion to pass the Proclamation. Motion was made by Short and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:06:47 PM Wigginton Presented the Ratification of the first contract negotiated between the Village and the Maryville Professional Firefighters Union Local #4531 of the International Association of Firefighters. Stated copies of the agreement have been distributed to all Board members. Stated the agreement was the subject of lengthy negotiations between the Village and Firefighter's Union. Stated the agreement was unanimously ratified. Stated it comes to the Village Board with attorney's full recommendation. Stated as part of the ratification, the parties negotiated retroactive pay on the salary increases beginning May 1, 2008 on the base wage rate and overtime.
7:07:52 PM Gulledge Asked for a motion to ratify the contract. Motion was made by Kostyshock and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:08:17 PM Gulledge Stated the next agenda item, Amendment to the Allied Waste Contract will be tabled due to pending questions. Went to Old Business.
7:09:22 PM Garcia Made a motion to approve sick day donations to an employee. Second to the motion was made by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:10:16 PM Gulledge Went to New Business/ Trustees' Comments.
7:10:23 PM Kostyshock Reminded all Maryville School's 4th Grade annual walking field trip will be held this Friday.
7:11:43 PM Gulledge Went to Calendar Updates. Events were discussed.
7:16:11 PM Gulledge Went to Staff Reports.
7:16:25 PM Flaugher Gave monthly report for Building and Zoning and Fire Department. Stated next Thursday evening, the Fire Department is hosting the Madison County Firemen's Association meeting at the station. Invited all Village officials to attend.
7:19:27 PM Sgt Manley Gave monthly Police Department report in absence of Chief Schardan.
7:20:16 PM Gulledge Went to Business from the Floor.
7:21:31 PM George May 209 West Division, Maryville. Stated he is the President of Local 4531, Maryville Firefighters' Association. Thanked Mayor, Board and Attorney regarding the contract negotiations and ratification.
7:22:00 PM Gulledge Went to Mayor's Comments. Asked for a motion to appoint Pam Waltermire, 27 Fox Mill Drive to the Community Improvement Board to fulfill the term of former member Kurt Mueller. Motion was made by Schmidt and seconded by Garcia. Voting on the motion: Limberg - yes; Schmidt - yes; Bell -yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:22:53 PM Gulledge Asked for a motion to go into Closed Session to discuss personnel matters under 5ILCS120/2(c)(1), Appointment, Employment, Compensation, Discipline, Performance or Dismissal of an Employee and for Collective Bargaining. Motion was made by Schmidt and seconded by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
8:14:53 PM Gulledge Asked for a motion to come out of Closed Session. Motion was made by Schmidt and seconded by Short. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
8:15:17 PM Gulledge With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Bell and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
