7:00:00 PM Gulledge Called the Board meeting of Wednesday, November 4, 2009 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, asked for a roll of those officers present. Answering the roll call were Trustees Limberg, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Long, Public Works Director Presson, Comptroller Brussatti, Police Chief Schardan, two (2) reporters and one (1) resident.
7:00:54 PM Gulledge Called for approval of the October 21st meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Schmidt and seconded by Limberg. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:01:28 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills. There were none. Motion to pay was made by Kostyshock and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:06 PM Gulledge Went to Communications; there were none. Went to Legal Matters. Explained Wigginton's absence due to his attendance at a funeral wake.
7:02:45 PM Gulledge Presented Ordinance 2009-27, Code of Ordinance Supplement S-11. Read the ordinance in it's entirety. Called for a motion to approve Ordinance 2009-27. Motion was made by Schmidt and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:05:27 PM Gulledge Presented Ordinance 2009-28, Rezoning Wynncrest Corporation Property from SR-1 to SR-2. Read the ordinance in it's entirety. Called for a motion to approve Ordinance 2009-28. Motion was made by Short and seconded by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:08:43 PM Gulledge Went to Old Business.
7:08:51 PM Schmidt Made a motion to pay the 2010 IML Risk management using Option #3 in the amount of $101,948.91 in this fiscal year, with the second installment of $101,948.90 coming out of next fiscal year's budget. Second to the motion was made by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:11:26 PM Bell Commented he is still working on the AT&T cellular phones, and will have a representative here at the Tuesday, November 10th Caucus meeting for discussion.
7:12:17 PM Gulledge Went to New Business/Trustees' Comments. There were no comments. Went to Calendar Updates. Events were discussed. Commented the next scheduled Caucus meeting falls on Veteran's day; therefore the meeting was changed to Tuesday, November 10th at 6:30 p.m. It was decided to discuss the issue of whether to hold the Caucus meeting on the Wednesday before Thanksgiving at the November 10th Caucus meeting.
7:16:43 PM Gulledge Went to Staff Reports.
7:16:49 PM Schardan Commented on the Halloween party. Stated attendance was low; however all had a good time. Thanked Garcia for her help. Next, stated Officer Brian Gessi's graduation ceremony will be November 13th. Next, gave monthly report.
7:18:28 PM Bell Asked if the text he uploaded to the website for Nixle is sufficient. Discussion ensued regarding the link. It was decided to leave the link as is.
7:21:03 PM Short In absence of Building and Zoning Administrator Flaugher, gave monthly report.
7:21:57 PM Limberg In absence of Fire Chief Flaugher, gave monthly report.
7:22:45 PM Gulledge Went to Business from the Floor. There was none. Went to Mayor's Comments. Stated the MCIB will have a planning meeting Thursday, November 19th at 6:30 p.m. at the Senior Citizens' building, at which the Village will provide a meal. Asked Trustees to attend. Next, stated Village Hall will be closed Wednesday, November 11th in observance of Veteran's Day.
7:25:10 PM Gulledge With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Schmidt and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
