7:00:00 PM Gulledge Called the Board meeting of Wednesday, November 18, 2009 to order and invited those in attendance to join in the Pledge of Allegiance. After the Pledge, asked for a roll of those officers present. Answering the roll call were Trustees Limberg, Schmidt, Bell, Kostyshock and Short; Garcia was absent. Also in attendance were Clerk Long, Telecommunicator Jason Eberhard, Building and Zoning Administrator/Fire Chief Flaugher, Police Chief Schardan, Comptroller Brussatti, Public Works Director Presson and two (2) reporters.
7:00:57 PM Gulledge Called for approval of the November 4, 2009 meeting and public hearing minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve was made by Schmidt and seconded by Short. Voting on the motion: Limberg - yes; Schmidt - yes; Bell -yes; Kostyshock - yes; Short - yes. Motion carried.
7:01:33 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills. There were none. Motion to pay was made by Kostyshock and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:02:09 PM Gulledge Went to Communications. There were none. Went to Legal Matters.
7:02:19 PM Gulledge In absence of attorney, presented Proclamation Operation Save 100. Read the Proclamation in its entirety. Called for a motion to approve. Motion was made by Kostyshock and seconded by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:04:59 PM Gulledge Presented Proclamation Naming December Drunk and Drugged Driving (3D) Prevention Month. Read the Proclamation in its entirety. Called for a motion to approve. Motion was made by Bell and seconded by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:07:14 PM Gulledge Read the Estimate of Tax Levy for 2009-2010 (copy attached). Explained this is just an estimate, and the Village will be working on the levy at the December 9th Caucus Meeting and are hopeful it will be passed on December 16th after a Public Hearing is held. Asked for questions. There were none.
7:10:30 PM Gulledge Went to Old Business.
7:10:38 PM Schmidt Made a motion to authorize the Mayor to sign a three-year contract with Call One to provide telephone service to Village Hall. Second to the motion was made by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:11:25 PM Kostyshock Made a motion to pay Pay Request #6 to Baxmeyer Construction in the amount of $171,807.53. Second to the motion was made by Limberg. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:12:12 PM Gulledge Went to New Business/Trustees' Comments.
7:12:15 PM Limberg Referred to a proposal contained in the packet for lighting for the Village Welcome sign. Explained they did not get the opportunity to discuss the issue at Caucus; however the bids look fine. Made a motion to accept the bid from CMC Electric in the amount of $3,060. Second to the motion was made by Kostyshock.
7:13:14 PM Bell Asked if a bid was received from RCann. He was told yes, and CMC was the lowest bid. Asked from which budget line item the funds will be taken. He was told it is under MCIB, for which approximately $18,000 is left in the budget.
7:13:45 PM Gulledge With no further questions or comments, asked for a roll call. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:14:07 PM Limberg Commented the Community Improvement Board planning meeting will be held tomorrow night, at which a meal will be provided. Stated the Board is welcome to attend.
7:14:59 PM Kostyshock Commented the Public Works Department has been busy with all the rain. Stated they are in the process of putting up Christmas decorations, with a goal of being finished by Thanksgiving.
7:15:29 PM Gulledge Went to Calendar Updates. The calendar was discussed. Commented there will be no Caucus meeting November 25th, and the Village Hall will be closed November 26th and 27th in observance of the Thanksgiving Holiday.
7:15:58 PM Short Commented a Public Hearing will be held before the Planning Commission meeting Monday evening regarding changing the ordinance regarding fees for green space, which is the only item on the meeting agenda.
7:16:58 PM Gulledge Went to Staff Reports.
7:17:06 PM Schardan Reporter Officer Gessi graduated from the academy, receiving a Top Gun award for best shooter in class.
7:18:18 PM Gulledge Went to Business from the Floor. There was none. Went to Mayor's Comments. Stated the Park Committee will be doing judging for the Christmas Lighting Contest judging on December 15th. Bell commented this year plaques will be given in lieu of a cash prize, which will be awarded at the second meeting in January. Mayor commented his appreciation to Brussatti and all who were involved in the Call One phone service process. Commented his appreciation to Presson for his work getting the lights for the Welcome sign. Wished all a Happy Thanksgiving.
7:21:10 PM Gulledge With no further business to come before the meeting, asked for a motion to adjourn. Motion was made by Bell and seconded by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
