6:30:14 PM Gulledge Called the Board Meeting of Wednesday, April 16, 2014 to order. Asked all to stand for prayer and to remain standing for the Pledge of Allegiance. Mayor Gulledge led in prayer followed by the Pledge of Allegiance.
6:31:09 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Police Chief Carpenter, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson and 2 reporters.
6:31:20 PM Gulledge Called for approval of the minutes from the April 2, 2014 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Bell. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:31:52 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills as presented. Trustee Short asked what the mattresses purchased from Sams were for. Fire Chief Flaugher stated they were replacement mattresses for the firehouse. Motion to approve the bills for payment was made by Kostyshock. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:32:41 PM Gulledge Moved to Communications.
6:32:45 PM Henry Read the Republic Services report for solid waste and recycling volumes for the month of March for the Village of Maryville.
6:33:10 PM Gulledge Called for a motion to place the Communications on file. Motion was made by Schmidt. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.

6:33:32 PM Motil Presented Ordinance 2014-06. An Ordinance Adopting and Enacting a Supplement to the Code of Ordinances for the Village of Maryville, Illinois.

6:35:56 PM Motil Presented Ordinance 2014-07. Authorizing the Execution of a Water Service and Pre-Annexation Agreement pertaining to property owned by Adam and Rebecca Wells commonly known as 5600 Old Keebler Road, Collinsville, Illinois.

An Ordinance of the Village of Maryville, Illinois Approving the East Main Street Project and Providing for the Acquisition of Real Property for Public Use (Portion of 6321 East Main Street). Noted this matter has been discussed with the Village Engineer.

6:47:35 PM Bell Motion to distribute 2013 Turkey Trot net proceeds of $1,660.65 to the Collinsville High School Cross Country Team c/o Darryl Frerker. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:48:37 PM Kostyshock Motion to approve change order #1 in the amount of $29,225 from Korte & Luitjohan for the softener media replacement project. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:49:24 PM Kostyshock Motion to approve pay application #1 in the amount of $78,516 from Korte & Luitjohan for the softener media replacement project. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:50:07 PM Kostyshock Motion to award the 2014 season grass cutting services to Cutting Edge Lawn Care at a cost of $965 per cut. Noted this was the lowest of 9 received bids. Second to the motion was made by Bell. Short asked when cutting will start. Presson stated should start next week. Short asked what areas were new to the bid. Presson answered Fairland Cemetery, Water Plant and Fred Winters Park. Discussion followed regarding adding 3 new areas and bid was cheaper than last year's services. Garcia asked who cut last year. Was told Quality Outdoor Services and E&J did Fairland. Vallino asked if Fairland would be cut before Easter weekend, Presson stated plan is to trim if weather permits. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:53:21 PM Kostyshock Motion to authorize Donn's Tree Service to remove 6 trees in Village Hall Complex at a total cost of $3,000. Noted this was lowest of 3 submitted bids. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:54:10 PM Kostyshock Motion to purchase and plant 4 pin oak trees for Village Hall Complex from Greg Grinter at a total cost of $1,600. Second to the motion was made by Bell. Gulledge stated same provider as Fred Winters Park new trees. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:55:04 PM Gulledge Moved to New Business / Trustee Comments.
6:55:15 PM Schmidt Community Improvement Board met Monday and finalized Village yard sale on April 25th and 26th. Stated Susan Piazza with Republic Services spoke at the meeting. She is going to work with the members to institute programs to improve recycling in the Village. Noted there may be signs/flyers promoting recycling being posted around town.
6:56:27 PM Short Fire Department held a St. Baldricks fund raiser over the weekend. Stated very successful, they raised over $11,000. Thanked Joe Benker for organizing the event for the Fire Department.
6:57:38 PM Gulledge Moved to Calendar Updates. Rabies Clinic April 19th; Easter Egg Hunt April 19th; Park meeting April 21st; Fire & Police Board meeting April 24th; Village yard sales April 25th & 26th; Large item pickup week of April 28th; May 1st is the Mayor's Prayer Dinner; Fire Pension Board meeting May 5th; Village work day scheduled for May 10th.
7:00:40 PM Gulledge Moved to Staff Reports. There were none.
7:01:30 PM Schmidt Asked Trustees to get updated information to Marvin for new business cards.
7:02:06 PM Bell Stated the new flag looks nice. Noted good job on tree removal on West Main.
7:03:02 PM Gulledge Moved to Business From the Floor. There was none.
7:03:10 PM Gulledge Moved to Mayor's Comments. Stated Fred Winters Park dedication will be Saturday, August 2nd at 10 a.m. Bell asked about park committee bricks area dedication. Gulledge believes it is May 21st. Bell asked it be added to the Village calendar.
7:05:09 PM Gulledge There being no other business to come before this meeting, called for a motion to adjourn. Motion was made by Schmidt. Second to the motion was made by Bell.
