6:30:04 PM Gulledge Called the Board meeting of Wednesday, December 4, 2013 to order. Asked all to stand for prayer and to remain standing for the Pledge of Allegiance.
6:31:12 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, 2 reporters and 2 guests.
6:31:24 PM Gulledge Called for approval of the minutes from the November 20, 2013 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Bell. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:31:57 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills as presented. There were none. Motion to approve the bills for payment was made by Kostyshock. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:32:28 PM Gulledge Moved to Communications.
6:32:33 PM Henry Read a letter of resignation from Police Chief Richard Schardan.
6:33:57 PM Gulledge Asked for a motion to place the communications on file. Motion was made by Bell. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:34:28 PM Gulledge Moved to Legal Matters.
6:34:36 PM Motil Presented Ordinance 2013-39. An Ordinance Authorizing the Execution of a Water Service and Pre-Annexation Agreement. Pertaining to property of Steven J. McGauley, 110 Hillcrest Drive, Glen Carbon, Illinois.
6:36:10 PM Gulledge Called for a motion to pass Ordinance 2013-39. Motion was made by Vallino. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:36:36 PM Motil Presented Ordinance 2013-40. An Ordinance Authorizing the Execution of a Water Service and Pre-Annexation Agreement. Pertaining to property of Kenny G. Woodworth, 6005 State Route 162, Glen Carbon, Illinois.
6:38:13 PM Gulledge Called for a motion to pass Ordinance 2013-40. Motion was made by Short. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:38:49 PM Gulledge Moved to Old Business. There was none.
6:39:04 PM Gulledge Moved to New Business / Trustee Comments.
6:39:17 PM Bell Stated information from the sign company regarding a new sign for Firemen's Park was received. Kevin will confirm if they will be able to attend next week's Caucus.
6:39:50 PM Kostyshock Commented on Chief Schardan and his professionalism. Stated he has brought integrity and respectability to the Police force. Stated he will be missed.
6:40:47 PM Garcia Agreed with Trustee Kostyshock's statements regarding Chief Schardan.
6:40:51 PM Short Noted the heaters are almost completed at the Firehouse. Stated while working on the project, it was found that the water heater was leaking. Had authorized a replacement as an emergency.
6:41:31 PM Short Commented on Chief Schardan's performance and the department's transformation. Congratulated him on his retirement. Made a motion to accept Chief Schardan's resignation for his retirement to be effective December 30, 2013. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:43:26 PM Gulledge Moved to Calendar Updates. Santa Fest December 7th at Firehouse; Caucus meeting December 11th; Museum, Park & Planning Commission meetings have been cancelled for December; Holiday lighting contest judging will be December 17th; December 18th Board meeting; Village Hall will be closed at noon on December 23rd through December 25th. Noted first Board meeting in January will be moved to Thursday, January 2, 2014.
6:45:35 PM Gulledge Moved to Staff Reports.
6:45:38 PM Flaugher Presented the November building permit report.
6:46:24 PM Flaugher Presented the November Fire Department report. Noted November 30 is the year end for the fire department.
6:47:38 PM Schmidt Stated at the next caucus there will be a discussion regarding the reduced building permit fees. Asked Flaugher to prepare a total for all permits that took advantage of the cost break. Gulledge stated he will also have a total prepared for the sewer permit reductions.
6:48:24 PM Schardan Presented the November Police Department report.
6:48:39 PM Short Confirmed November of 2012 citations figure is correct. Chief Schardan answered yes.
6:49:06 PM Schardan Stated his appreciation for comments made regarding his retirement.
6:49:47 PM Gulledge Moved to Business From the Floor. There was none.
6:50:02 PM Gulledge Moved to Mayor's Comments. Stated his appreciation for Chief Schardan and his work. Noted he will have more to say at the December 18th Board meeting.
6:50:58 PM Gulledge Called for a motion to go to Closed Session under 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. Motion was made by Short. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:38:43 PM Gulledge Called for a motion to come out of Closed Session. Motion was made by Short. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:39:02 PM Gulledge There being no further business to come before this meeting, asked for a motion to adjourn. Motion was made by Bell. Second to the motion was made by Schmidt.
