6:30:13 PM Gulledge Called the Board meeting of Wednesday, October 2, 2013 to order. Invited Pastor John Lottes of Our Lord's Lutheran Church to lead in prayer. Asked all to stand for prayer and to remain standing for the Pledge of Allegiance.
6:31:34 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, 1 guest and 2 reporters.
6:31:45 PM Gulledge Called for approval of the minutes from the September 18, 2013 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Vallino. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:32:19 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills as submitted. Short asked about purchase of ice melt. Presson answered they were stocking up for winter. Short asked about purchase of street signs and brackets. Was told stock had been used up for the roundabout. This purchase was to re-stock supply for general street use. There being no further questions, a motion to approve the bills for payment was made by Short. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.

6:34:27 PM Motil Presented Ordinance 2013-32. An Ordinance of the Village of Maryville, Illinois Declaring Certain Personal Property Owned by the Village as Surplus Property. Pertains to 2002 Ford Taurus SE VIN:1FAFP53242G229703.
6:35:44 PM Gulledge Called for a motion to pass Ordinance 2013-32. Motion was made by Kostyshock. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:36:21 PM Gulledge Moved to Old Business.
6:36:27 PM Vallino Motion to purchase a 2014 Ford Explorer from Wright Automotive at a cost of $24,271.00 for the Building & Zoning Department. Stated this was the lowest of 4 received bids. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:37:13 PM Schmidt Motion to transfer $10,000 from the Administration Department to Building & Zoning for the acquisition of the 2012 Chevrolet Impala to be used as the Administrative Vehicle. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:38:15 PM Kostyshock Motion to approve property appraisals in the total amount of $22,944 for Phase 1 of the East Main Street Improvement Project. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:38:58 PM Kostyshock Motion to hire Bernardin, Lochmueller & Associates, Inc. as the review appraiser for Phase 1 of the East Main Street Improvement Project at a cost not to exceed $15,000. Second to the motion was made by Schmidt. Short asked to confirm the number of properties is 14. Gulledge confirmed. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:40:23 PM Garcia Motion to reclassify Deputy Clerk Christy Lucas from a part-time employee to a full-time employee effective October 14, 2013 at the hourly rate in effect as of September 22, 2013. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:41:24 PM Gulledge Moved to New Business / Trustee Comments.
6:41:37 PM Kostyshock Motion to authorize Mayor to sign a contract with Juneau Associates as negotiators for property right-of-way, permanent and temporary easements acquisitions for Phase 1 of the East Main Street Improvement Project. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.

6:44:02 PM Gulledge Moved to Staff Reports.
6:44:07 PM Schardan Annual Halloween party is on October 31st at the Grade school from 6p to 8p. Deputy Chief Carpenter has left for his class. The new squad car was picked up last week. Gave the September Police Department report.
6:45:21 PM Flaugher Presented the September Building Permit report. Schmidt asked about the Mandis office building permit, why not listed on current year's report. Was told that permit was issued in the previous year (December). Flaugher thanked the Board for new vehicle purchase.
6:47:30 PM Flaugher Presented the September Fire Department report. Noted the new fire truck is at the local dealer's site. Will start training October 12th.
6:50:13 PM Henry Presented Annual Treasurer's Report. Noted will be published in October 10th's edition of the Times Tribune. Presented financial statements for the Fire & Police Pension Funds.
6:54:43 PM Gulledge Moved to Business From the Floor. There was none.
6:54:50 PM Gulledge Moved to Mayors Comments. Liberty Village has rescheduled a car show for October 11th from 6p to9p. Thanked the Maryville Fire Protection District and fire personnel for working hard on acquiring the new aerial fire truck. Thanked the past firefighters for work done in past years towards this goal.
6:56:31 PM Gulledge Asked for a motion to go in to Closed Session under 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body and 5 ILCS 120/2(c)(21) - Discussion of minutes of meetings lawfully closed under this Act, for the purpose of review of the minutes as mandated by Section 2.06. Motion was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
