6:30:47 PM Gulledge Called the Caucus Meeting to order Wednesday, May 8, 2013. Invited all in attendance to stand and join in the Pledge of Allegiance.
6:30:56 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Garcia and Short. Trustee Kostyshock was absent. Also in attendance were Deputy Clerk Lucas, Attorney Motil and one reporter.
6:31:17 PM Gulledge Called for the approval of the minutes of the April 24, 2013 Caucus Meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Deputy Clerk. There were none. Motion to approve the minutes was made by Vallino and seconded by Short. Roll call vote on the motion: Vallino - yes, Schmidt - yes, Bell - yes, Garcia - yes, Short - yes. Motion Carried.
6:32:02 PM Gulledge Agenda Item 5 - Bid Results for Cemetery Mowing Services
6:33:06 PM Gulledge The bid opening for cemetery mowing of the Fairland Cemetery was held on May 6, 2013. E&J Grass Cutting of Maryville, IL was the low bidder at $140.00 per week. $100 per mowing and $40 per trim.
6:34:00 PM Schmidt How long would the contract be?
6:34:07 PM Gulledge Stated the contract would run from May 2013 through October of 2013, depending on the weather.
6:34:55 PM Gulledge Asked for any further questions? There were none. The item will be put on the next agenda for approval.
6:35:25 PM Gulledge Agenda Item 6 - Brine Tank Repair
6:35:34 PM Gulledge A salt storage tank located at the Water Plant has developed a leak. Because of the location of the tank, the leak will have to be fixed. Bids were submitted and reviewed. Public Works Director Presson is recommending to the board that Spectra Tech be awarded the contract. The cost to recoat the inside of the brine tank with an epoxy liner would be $29,500.00. The repair would come with a 10 year warranty.
6:37:16 PM Bell Did the bid include total removal of the old lining or just in the area of the leak?
6:37:40 PM Gulledge Stated he was unclear at the present time and would need to speak with the Public Works Director Presson regarding the exact work that would be done.
6:38:34 PM Short Asked who would be inspecting the work after the liner was replaced?
6:39:00 PM Gulledge Stated the Spectra Tech should be inspecting their own work.
6:39:15 PM Gulledge Will request Juneau to attend next week's meeting to answer any further questions regarding the work to be done in repairing the brine tank.
6:41:09 PM Gulledge Agenda Item 7 - Sewer Line Smoke Testing in Lyn Hi/ Vadalabene Area
6:41:21 PM Gulledge Public Works Director Presson has requested that the Village conduct a smoke test of the sewer lines that feed through the Schiber Court Pump Station. During the latest set of storms the pump station struggled to keep up with the amount of water flowing through the lines. The Village has some concerns over the inflow/infiltration in the area caused by pipe or joint failures and downspout drains connected to the sewer. Total projected cost of the engineering services will be $6900.00
6:47:48 PM Short Asked if the Village will save money after the test has been conducted and all issues are corrected?
6:48:13 PM Gulledge Stated once all lines have been fixed the Schiber Court Pump Station should work more efficiently because the amount of water should be reduced.
6:49:24 PM Gulledge Agenda Item 8 - Summer Laborers
6:49:38 PM Gulledge The Village would like to hire 7 part time employees to help the Public Works Department during the busy summer months. The part time employees would help with mowing, painting, planting, clean-up of Village grounds, or any other work that may arise.
6:51:14 PM Vallino Stated in reviewing the list of returning part time employees, he had noted a difference in pay rates. What is the reason for the different rates?
6:51:51 PM Gulledge Pay rates are based on the length of time each returning employee has been with the Village.
6:52:04 PM Gulledge Agenda Item 9 - Calendar Updates - Board discussed upcoming events for the month of May. The Dwight Kay Meeting that was scheduled for May 13th has been cancelled. Also, The Planning Commission meeting has been canceled for the 28th.
6:55:13 PM Gulledge Agenda Item 10 - Public Input - There was none.
6:55:21 PM Gulledge Agenda Item 11 - To Do List - No changes or updates to be made to the list.
6:55:35 PM Gulledge Agenda Item 12 - Trustees Comments
6:55:46 PM Vallino He noticed several wrecked cars located in the police compound area and wondered if anyone had any information as to where they had come from and what was going to be done with them? Short stated the wrecked cars were from the Firemen's training that was held over the weekend. The cars will be removed within the week.
6:56:19 PM Schmidt Gave an update on next years budget. Mayor Gulledge, Treasurer Henry, and he met today to work on the budget. They were able to complete two thirds of the budget and will meet with Public Works Director Presson next week to finish the remaining budget lines. A draft should be completed by the end of May. Short asked if the Board would be able to view the draft or if they would have to wait until it was presented to the Board for review. Schmidt stated the Board would be able to review the draft.

6:57:32 PM Short Wanted to know if the Village had heard anything about when the Khory League Opening Day would take place? Gulledge stated the Village had not been contacted with any information.
6:58:22 PM Gulledge Agenda Item 13 - Mayors Comments
6:58:32 PM Gulledge Juneau submitted the pay estimate # 6 for Thiems Construction for the Lakeview Acres Road Project in the amount of $98,797.54. Asked the Board if it was ok to place on next week's Board agenda. All Trustees agreed.
6:59:23 PM Gulledge The bid opening for the Lakeview Lane /Fairview Lane ( Lakeview Acres Road) area water line replacement project was held on May 7th. After review of the bids, Juneau Engineering Service has recommended D & K Backhoe Co., Inc for the job. The total cost will be $154,831.00.
7:03:54 PM Gulledge Attorney Motil is working on changes to the water ordinance and will bring it back for the Board to review in two weeks.
7:04:38 PM Gulledge There being no further business to come before the meeting, called for a motion to adjourn. Motion to adjourn was made by Bell and seconded by Schmidt. Roll call vote on the motion: Vallino - yes, Schmidt - yes, Bell - yes, Garcia - yes, Short - yes. Motion carried.
