7:00:10 PM Gulledge Called the Board meeting of Wednesday, February 20, 2013 to order. Asked all to stand and led in opening prayer. Asked all to remain standing for the Pledge of Allegiance.
7:01:06 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, 2 reporters and 2 guests.
7:01:21 PM Gulledge Called for approval of the minutes from the February 6, 2013 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Bell. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:01:49 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills as submitted. There were none. Motion to approve the bills for payment was made by Kostyshock. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:23 PM Gulledge Moved to Communications. Stated the announcement of the Police changes as listed on the agenda will be postponed to the next Board meeting as the Officers were unable to attend tonight's meeting.
7:02:50 PM Henry Read the report from Republic Services for January, 2013's solid waste and recycle volumes. Read a letter from Mayor Robert Jackstadt of the Village of Glen Carbon thanking the Village of Maryville for its recent assistance to Glen Carbon during a water main break issue.
7:03:53 PM Gulledge Called for a motion to place the Communications on file. Motion was made by Vallino. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.

7:04:31 PM Motil Presented Ordinance 2013-02. An Ordinance Annexing and Zoning Certain Territory (Commonly Known as 1717 Pleasant Ridge Road) to and in the Village of Maryville, Madison County, Illinois.
7:07:11 PM Gulledge Called for a motion to pass Ordinance 2013-02. Motion was made by Vallino. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:07:49 PM Motil Presented Ordinance 2013-03. An Ordinance Amending Section 154.118(E) of the Revised Code of Ordinances of the Village of Maryville Reducing Inspection and Testing Fees Associated with Monitoring Compliance with the Subdivision Control Code.
7:09:36 PM Gulledge Called for a motion to pass Ordinance 2013-03. Motion was made by Kostyshock. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:10:07 PM Motil Presented Ordinance 2013-04. An Ordinance Amending Section 154.032(C)(2) of the Revised Code of Ordinances of the Village of Maryville Regarding the Time Green Space Contributions Shall be Paid Relating to the SR-1, SR-2, MR-1, MR-2 and PDR Zoning Districts.
7:11:32 PM Gulledge Called for a motion to pass Ordinance 2013-04. Motion was made by Schmidt. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:12:10 PM Motil Presented Ordinance 2013-05. An Ordinance Amending Section 30.02(A), Regular Meetings, of the Revised Code of Ordinances of the Village of Maryville.
7:13:30 PM Gulledge Called for a motion to pass Ordinance 2013-05. Motion was made by Kostyshock. Second to the motion was made by Short. Vallino asked how the March 6th Public Hearing and Board Meeting would be handled due to the public hearing set for 6:45 p.m. Trustee Bell suggested the Board meeting start at the new time of 6:30 p.m., suspend the Board Meeting at 6:45 p.m. to conduct the Public Hearing, then resume the Board Meeting immediately following the Public Hearing. Attorney Motil confirmed procedure is allowable. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:14:53 PM Gulledge Moved to Old Business.
7:15:10 PM Bell Motion to allow CMT YMCA to use Village streets for the Half-Marathon Race on May 12, 2013. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:15:47 PM Short Motion to allow the Fire Chief and up to 3 additional fire personnel to attend the FDIC Conference in Indianapolis on April 25th through April 27th at a cost not to exceed $1,200. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:16:37 PM Gulledge Moved to New Business / Trustee Comments.
7:16:43 PM Vallino Stated Comprehensive Plan meetings will begin February 26th at 6:30 p.m. and will be held at Village Hall.
7:17:03 PM Bell Stated last Sunday's Discovery series was very informative and well attended. Noted the Council Chamber's audio system has a mixer out. Service was called and they are working on finding a replacement for the mixer and may need system updates due to the age of the system. Also wanted to thank the public works department for work done in Fred Winters Park. Noted the restroom building has been set and both pavilions are up.
7:18:44 PM Kostyshock Commented on weather forecast for a big winter storm coming Thursday and that public works has begun preparations for the storm.
7:19:08 PM Short Stated the 2003 ambulance has been sold to Staunton Ambulance service for $18,500. Should have check by end of this week. Schmidt asked where the sale proceeds will go. Short stated the check will be deposited in the Village Fire fund. Stated they will ask the Board to invest these monies in further EMS equipment. Gulledge stated the payments for the 2003 ambulance were paid fully by the Homecoming Association. Thanked Kevin for work in setting up the sale.
7:20:55 PM Gulledge Moved to Staff Reports. There were none.
7:21:13 PM Short Asked Presson about the wall blocks purchased for the Master Gardeners, asked if the public works department has started setting the wall. Presson answered Village crews only had to dig the base for the wall and put down the rock base. Village work is done. Master Gardeners will set the blocks.
7:22:07 PM Gulledge Went to Business From the Floor. There was none.
7:22:26 PM Gulledge Went to Calendar Updates. Discovery Series last presentation is February 24th, 101 Things You Didn't Know About Illinois. Planning Commission meeting on February 25th has been cancelled. Comprehensive Plan Committee meeting on February 26th. Bell noted the Park Committee requested purchasing fish for the lake. Best of Maryville Art Show will be March 10th. Fire Department Chicken & Beer Dance is March 9th.
7:24:25 PM Gulledge Moved to Mayor's Comments. Asked all to go to the Fred Winters Park. Noted the public works department has been working on a path to connect to the Bike trail. Stated the concrete restroom building is very nice and would like all to go and take a look at it. May suggest in the future the Board consider approving the purchase of another restroom building to place on the west side of Drost Lake.
7:26:47 PM Gulledge There being no other business to come before this meeting, called for a motion to adjourn. Motion was made by Bell. Second to the motion was made by Schmidt.
