Called the Caucus Meeting to order Wednesday, February 13, 2013. Invited all in attendance to stand and join in the Pledge of Allegiance.

Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Kostyshock, Garcia and Short. Bell was absent from the roll call. Also in attendance were Deputy Clerk Triplo, Attorney Motil, 1 guest and 1 reporter.

Called for the approval of the minutes of the January 23, 2013 Caucus Meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Deputy Clerk. There were none. Motion to approve the minutes was made by Vallino and seconded by Schmidt. Roll call vote on the motion: Vallino - yes, Schmidt - yes, Kostyshock - yes, Garcia - yes, Short - yes. Motion carried.

Agenda Item 5: Request from CMT YMCA Regarding Half-Marathon Race May 12, 2013 - Mayor introduced Miriam Bell. Please state your name and address for the record. Miriam Bell, 137 Valley Dr, Caseyville, IL. Miriam is representing the YMCA for the 3rd half marathon. They are calling it the Mother's Day half marathon. Event was moved to an earlier date and time due to heat issues. They are also talking about making some changes to the course to avoid the runners using the trail. The first option would be using the Lakeview Acres Road which is out of Village limits. The option 2 course trail is the same route as last year. She is asking permission to use East Main. Asked the Board if there were any questions or concerns. Also asking for Village support with the EMS needs of the event and support from Michael Gilbert. He's really been a great help with getting volunteer medic support and setting up and manning the course to keep all the runners safe.

Mayor had a question on the course. He has no problem with the option 1 course, but wants the YMCA to understand that once you leave the Village limits you no longer have protection from our police department. You would still have ambulance protection, but if we should get another call we would have to call our Mutual Aid service from a neighboring community. The Mayors opinion is he would rather the runners use the trail. We did have a few people who called and complained on East Main.

Brought up the fact that the intersection at 162 and Lakeview Acres Rd is currently shut down because of the construction which may make more traffic. Mayor did mention that if everything works on schedule with the weather, the construction should be completed by the race.

This map has not been published at this time. She currently has people out running the course on Sunday?s to monitor the traffic flow. Then they will decide on the best route for the runners.

Asked the Board if they had any questions or concerns. Anyone have a preference on option 1 and option 2? Short suggested Miriam double check with the County about the Lakeview Acres option.

Board all agreed to this event. Mayor did ask that they report back to let them know the course decision when they have one. Miriam Bell thanked the Village and offered the Village an exclusive family night at the YMCA. Mayor said they will discuss and get back to her on that.

Agenda Item 6: Petition for Annexation - 1717 Pleasant Ridge Road - There was a change of ownership to the property. Board agreed and it will be added to the agenda next week.

Agenda Item 7: - Relocation & Upgrade of Water Lines in the Fairview Lane & Lakeview Lane Area - Mayor informed the Board that at the Public Works Meeting they discussed the area on Lakeview Lane off Lakeview Acres Road where there is currently a 2" water line. This line is original and it continues to break and needs to be upgraded to an 8" water line along with two new hydrants. They received a preliminary estimate on the project, but feels like it came in high. Just wanting to inform the Board of the project, and that we would be receiving bids on the project.

Agenda Item 8: Request for Fire Chief & up to 3 additional Fire personnel to attend the FDIC Conference in Indianapolis April 25-27, 2013. Costs not to exceed $1,200. Fire Chief would like permission to attend this conference, he did budget for this conference.

Agenda Item 9: Sub-Division Improvement Fee Rate - Mayor is hearing positive feedback about the building permit fee change. The Village has six permits for Villas and we will shortly be getting more Single Family permits. After discussing at the Public Works meeting, we are recommending that the Board change the fee to 3%. The Village won't be out in money in making this change. Committee recommending to change nothing other than the inspection fee from 4% to 3%. Board would like to add it on the agenda for next week.

Agenda Item 10: Timing of Payment of Greenspace Fees - This is another way that the Village is trying to show developers that we are doing what we can for contractors wanting to build here. With this change the Village won't get the money up-front, but we will receive the greenspace fee when a home is issued a building permit.

How will we advertise this? Is questioning if the buyer will be informed of this change. Maybe make a change on the building permit. Mayor said Building & Zoning department will definitely change building permit structure.

Is this a permanent change? Mayor said he would like to change it permanently. He would like to make both the percentage and the greenspace permanent changes. Board discussed and agreed.

Questioned if there was any information on the comprehensive plan meetings. Mayor sent information to his house last night. Meeting will be Tuesday, February 26th at 6:30p.m. Mayor thinks we have a great new group of 13 people on this committee.

Mentioned the Library Board Meeting, they have the library decorated nice for Valentines Day. He urged the Board to check it out. He's currently getting a price on replacing the carpet in the library office. Haven't been able to work at Lakeview Acres this week, but depending on weather there will be alot of changes coming soon.

Gave an update regarding the property at 6300 West Main. It isn't complete, but depending on weather it will be seeded and strawed. Mayor said we have received alot of good comments on the property.

Agenda Item 15: Mayors Comments - Would like to discuss changing the Board Meetings to 6:30 p.m. It will be easier to remember it being the same time as Caucus Meetings. Board is all in favor of making that change. Mayor directed attention to the map of proposed Villas concept. This is just preliminary and they have to go thru the planning commission process. The Board agreed with the Villa concept and for them to move forward in the process.
