7:00:12 PM Gulledge Called the Board meeting of Wednesday, February 6, 2013 to order. Invited Pastor John Lottes from Our Lord's Lutheran Church to lead in prayer. Asked all to stand for prayer and to remain standing for the Pledge of Allegiance.
7:01:42 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Building & Zoning Administrator/Fire Chief Flaugher, Police Chief Schardan, 1 reporter and 2 guests.
7:01:56 PM Gulledge Called for approval of the minutes from the January 16, 2013 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Bell. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:27 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills as submitted. Trustee Short asked if the repairs to the sign in Firemen's Park had been covered by insurance. Henry answered yes the Village had already received the payments for these repairs from the insurance company. The invoice for the repairs had just recently been submitted by Design One. Mayor asked if the $500 deductible had applied. Henry answered no, the repairs were fully covered by insurance. There being no further questions, a motion to approve the bills submitted for payment was made by Schmidt. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:03:44 PM Gulledge Moved to Communications.
7:03:57 PM Gulledge Presented the First Place 2012 Holiday Lighting Contest Plaque to Jeff Uchitjil of #9 Barbarotto Lane. Presented the Fourth Place 2012 Holiday Lighting Contest Plaque to Michelle Rhoades of 215 S. Lange Street.
7:06:27 PM Gulledge Asked Clerk Henry to read a memorandum from Fire Chief Flaugher announcing the promotion of Chad Van Ryn and Ryan Luckett to the rank of Lieutenants.
7:07:01 PM Gulledge Called for a motion to place the Communications on file. Motion was made by Short. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:07:14 PM Gulledge Moved to Old Business.
7:07:56 PM Short Motion to approve the purchase of 7 mobile computers and docking stations for Police vehicles from CDS Office Technologies at a cost of $25,753 to be paid for from the Federal DEA Forfeiture Fund. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:08:58 PM Gulledge Moved to New Business / Trustee Comments.
7:09:08 PM Vallino Complimented on work done to demolish house on W. Main Street. Garcia asked if lot remains property of owner. Mayor answered yes, she retains ownership. Motil stated the company hired to do the demolition will be back to seed, grade and straw once the weather permits. Garcia asked who is responsible for mowing the lot. Mayor answered the property owner.
7:11:06 PM Schmidt Stated the Community Improvement Board met on Monday. They are planning the Village wide yard sale for April 27th to be followed by the Spring large item pick up by Republic Services. Also the Fall Fest will be held in October, specific date to be announced later.
7:12:49 PM Bell Commented on the first Discovery series held Sunday February 3rd, Cardinal Nation. Stated the presentation by Mr. Schutzenhofer was very informative and entertaining. Next topic is on how to take better pictures.
7:15:24 PM Kostyshock Commended the Rhoades family for their Christmas lighting display. Stated it is one of the only ones in Old Town area. Asked about some current letters that are being sent to residents from Direct Energy. Was told these letters were a solicitation and that this was not the company the Village had chosen for the electric aggregation supplier. Stated the Lakeview Acres Road project is currently on hold due to ground frost temperatures.
7:18:27 PM Short Thanked Chief Schardan for obtaining bids for the mobile computers and finding ways to purchase needed equipment outside of the Police general budget.
7:19:00 PM Gulledge Moved to Calendar Updates. Three remaining Discovery Series events in February, Village Hall and Public Works will be closed for Presidents' Day on February 18th, Park & Rec meeting on February 18th, Fire & Police Board meeting on February 7th. Trustee Short announced the Fire Department's Chicken & Beer dance will be on March 9th. Trustee Bell noted the Art Show will be on March 10th.
7:22:05 PM Flaugher Presented the January building permit report. Vallino asked if he had heard anything since the Board had voted to reduce building permit fees. Flaugher stated he has received several phone calls for clarification of how the reduction is calculated. Thinks there will be building soon. Stated he has received favorable comments regarding the fee reductions.
7:24:38 PM Flaugher Presented the January Fire Department report. Noted they had once again surpassed the record for monthly calls.
7:26:19 PM Schardan Presented the January report for the Police Department.
7:27:33 PM Gulledge Moved to Business From the Floor. There was none.
7:27:42 PM Gulledge Stated he would like to appoint Cathy Adler to the Community Improvement Board. Ms. Adler owns Sew Time Embroidery located at 123 W. Zupan Street in Maryville. Motion to approve the appointment was made by Schmidt. Second to the motion was made by Short. Short asked how many members were on the committee. Gulledge stated he would have to confirm and let him know later. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:28:48 PM Gulledge Went to Mayors Comments. Reminded Trustees who receive meeting E-packets to check their mail boxes in Village Hall for mail.
7:29:18 PM Gulledge There being no further business to come before this meeting, called for a motion to adjourn. Motion was made by Bell. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
