7:00:09 PM Gulledge Called the Board meeting of Wednesday, October 17, 2012 to order. Asked all to stand for opening prayer and to remain standing for the Pledge of Allegiance.
7:01:19 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Kostyshock and Short. Trustees Bell and Garcia were absent. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Public Works Director Presson, Police Chief Schardan, 2 reporters and 1 guest.
7:01:33 PM Gulledge Called for approval of the minutes of the October 3, 2012 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Vallino. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes; Short - yes. Motion carried.
7:02:00 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills. Trustee Short asked Presson if he was stocking up on salt for the winter. Presson answered yes, he had started. Motion to approve the bills for payment was made by Kostyshock. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes; Short - yes. Motion carried.
7:03:30 PM Gulledge Moved to Communications.
7:03:33 PM Henry Read a letter from the Maryville Meadows Homeowners' Association commending the Police Department. Read the solid waste and recycling volumes for the Village for September submitted by Republic Services. Read a Public Statement regarding the release of minutes of previously closed executive sessions.
7:06:20 PM Gulledge Called for a motion to place the communications on file. Motion was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes; Short - yes. Motion carried.
7:06:34 PM Gulledge Moved to Legal Matters.
7:06:40 PM Motil Presented Ordinance 2012-22. An Ordinance of the Village of Maryville, Illinois Amending Title III, Chapter 31, Section 31.13(A)(1) of the Code of Ordinances. Ordinance relates to the compensation for the Mayor beginning May 1, 2013.
7:09:16 PM Gulledge Called for a motion to pass Ordinance 2012-22. Motion was made by Short. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes; Short - yes. Motion carried.
7:09:56 PM Motil Presented Ordinance 2012-23. An Ordinance of the Village of Maryville, Illinois Declaring Certain Personal Property Owned by the Village as Surplus Property. Ordinance pertains to the 2003 Ford Osage Ambulance VIN: 1FDXE45F43HA63253
7:11:16 PM Gulledge Called for a motion to pass Ordinance 2012-23. Motion was made by Kostyshock. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes; Short - yes. Motion carried.
7:11:43 PM Gulledge Moved to Old Business.
7:11:53 PM Vallino Made a motion to award bid to CXT Concrete Buildings for Fred Winters Park restroom building at a cost not to exceed $44,871. Gulledge stated this is a delivered price. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes; Short - yes. Motion carried.
7:13:11 PM Gulledge Moved to New Business.
7:13:19 PM Schmidt Stated the Community Improvement Board held their Fall Fest this past Saturday. Stated attendance was down due to rain earlier in the morning, however did go well.
7:13:57 PM Kostyshock Commented on Fall Fest and noted children seemed to enjoy themselves.
7:14:11 PM Short Noted each Trustee as well as the Mayor and Village Clerk were given an invitation to the Madison County Firemen's Association meeting and dinner on Thursday, October 18th. Stated he attended the CARD meeting on October 16th. The petitions recently circulated regarding tax caps were being sent to court house for canvassing for consideration for Spring election ballot. Noted they had received applications to fill the open position on the board due to a commissioner's resignation.
7:16:16 PM Gulledge Moved to Calendar Updates. Trustee Vallino noted the Planning Commission meeting for Monday, October 22nd had been cancelled. Caucus meeting on October 31st has been cancelled. Confirmed Halloween trick or treating hours are from dusk until 9 p.m. October 25th at 6:30 p.m. is a community meeting regarding the electricity aggregation issue. Community Improvement Board meeting on November 5th. Election day is November 6th. Early voting will be available at Village Hall beginning October 22nd through November 3rd.
7:18:42 PM Gulledge Moved to Staff Reports
7:18:48 PM Schardan Requested the Police Halloween party be added to the Village calendar. Stated Bob Keplar has done a great job installing the flooring in the Police building, close to being completed.
7:19:20 PM Gulledge Commented on the letter previously read regarding the police officers. Asked Chief to extend the Board's thanks to Sgt. Howe and Officer Hopke on a job well done.
7:19:53 PM Gulledge Business From the Floor. There was none.
7:20:06 PM Gulledge Moved to Mayor Comments. Stated weather permitting, work should start on the Lakeview Acres Road project. Stated the Water Department has been working on moving the 10" water line. Presson stated should be done tomorrow. Route 162 will be re-routed north to an asphalt temporary road during the construction.
7:21:17 PM Gulledge There being no further business to come before this meeting, called for a motion to adjourn. Motion was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes; Short - yes. Motion carried.
