7:00:13 PM Gulledge Called the Board meeting of Wednesday, October 3, 2012 to order. Asked all to stand for prayer and to remain standing for the Pledge of Allegiance.
7:01:18 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Deputy Police Chief Carpenter, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson and 1 guest.
7:01:37 PM Gulledge Called for approval of the minutes from the September 19, 2012 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Schmidt. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:08 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills. There were none. Motion to approve the bills for payment was made by Kostyshock. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:37 PM Gulledge There were no Communications.
7:02:54 PM Gulledge There were no Legal Matters.
7:02:58 PM Gulledge Trustees had no Old Business.
7:03:04 PM Gulledge Moved to New Business / Trustee Comments.
7:03:13 PM Schmidt Commented the Community Improvement Board will be holding their annual Fall Fest on Saturday, October 13th. Noted the Fire Department will also be having their Open House at the same time.
7:03:53 PM Kostyshock Commented he led Boy Scout Troop 81 on a tour of the museum this evening. Commented it was a nice group. Noted the Eagle Scout project at the library is finished. They did a good job. Commented he has been having problems contacting Allied Waste to report that the recycling on his block for the past couple of weeks has not been picked up. Stated it is his entire block on W. Perry. Mayor will contact our representative tomorrow and report the problem.
7:06:46 PM Gulledge Moved to Calendar Updates. Movie in the Park this Friday, October 5th (Footloose remake); Rabies Clinic Saturday, October 6th; Concert in the Park Sunday, October 14th. Stated there will be a community meeting at Village Hall on Thursday, October 25th at 6:30 p.m. to present information regarding Electricity Aggregation.
7:08:49 PM Gulledge Commented October 31st, Halloween evening, is a Wednesday and will be the fifth Wednesday of the month. Asked the Trustees if they would be in favor of canceling this Caucus meeting. All agreed.
7:09:09 PM Gulledge Moved to Staff Reports.
7:09:15 PM Flaugher Presented the September building permit report. Schmidt asked what size building Osborn's permit is for. Flaugher stated it is a multi unit building, strip mall (8 units).
7:11:09 PM Flaugher Presented September's Fire Department report. Reminded the Trustees that the Fire Department's fiscal year ends on November 30th. Gulledge asked if the department's calls were running the same as last year at this time. Flaugher stated just slightly up.
7:12:09 PM Schmidt Asked how radios were doing. Flaugher stated great.
7:12:30 PM Gulledge Commented his surprise at the large number of calls on the 6 p.m. to 6 a.m. shift.
7:13:13 PM Carpenter Presented the September Police report. Schmidt asked if Detective Ponce is on major case squad. Carpenter answered he currently is not, Sgt. Howe is currently but Detective Ponce will probably replace him. Schmidt also asked how the police radios were doing. Carpenter responded all are good. Short asked where Ponce's homicide class was held, was told it was through SILEC.
7:15:03 PM Henry Reminded Trustees that those who have not yet taken the Open Meetings Act training need to do so by the end of the year.
7:15:39 PM Gulledge Asked Henry when the last day to register to vote is. Henry responded Tuesday, October 9th. Stated we are still waiting to receive more information regarding early voting from the County.
7:17:14 PM Gulledge Moved to Business from the Floor. There was none.
7:17:25 PM Gulledge Moved to Mayor's Comments. Stated one of the things from the Community Improvement Board meeting was regarding the schedule for large item clean up weeks. The MCIB recommended that the clean up weeks with Allied Waste be scheduled to follow the Village garage sale weekends. Mayor stated he called Allied Waste and they have agreed to this scheduling. The Spring clean up will be the week of April 29, 2013 after the Spring yard sale, the Fall clean up will be the week of September 23, 2013 after the Fall yard sale weekend.
7:18:32 PM Gulledge Asked for a motion to go into Closed Session under 5 ILCS 120/2(c)(1) the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body and under 5 ILCS 120/2(c)(21) the discussion of minutes of meetings lawfully closed for purposes of review of the minutes for release. Motion was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:50:20 PM Gulledge Asked for a motion to come out of Closed Session. Motion was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:50:38 PM Gulledge There being no further business to come before this meeting, asked for a motion to adjourn. Motion was made by Bell. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
