7:00:12 PM Gulledge Called the Board meeting of Wednesday, August 15, 2012 to order. Invited Pastor Larry Bowden of Copper Creek Christian Church to lead in prayer and asked all to remain standing for the Pledge of Allegiance.
7:02:39 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, 16 guests and 2 reporters.
7:02:51 PM Gulledge Called for approval of the minutes from the August 1, 2012 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:03:26 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills as submitted. There were none. Motion to approve the bills for payment was made by Short. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:03:56 PM Gulledge Went to Communications.
7:04:03 PM Gulledge Announced the residential Yard of the Month Winners for July were Mike and Kathy McCauley of 3 Westview Drive. Noted the McCauley's were not able to attend tonight's meeting. Invited Michelle Vermaux of the Community Improvement Board to present the Business Landscaping of the Year award. Ms. Vermaux asked Barry and Janice Wilson from Barry Wilson Funeral Home to come forward and presented them with the award.
7:05:14 PM Gulledge Stated there was a presentation to be made by Republic Services to the Village.
7:05:38 PM Susan Piazza & Bill Lithicum Presented Mayor Gulledge with a plaque and a check for $1500 for reaching the Village's recycling goal. Stated the Village had increased the recycling tons for May, June and July by 21% over the same period from last year.
7:06:56 PM Gulledge Stated the Village's appreciation for the award. Stated the money will be designated to be used for Fred Winters Park development. Stated his and the Board's appreciation to the community for doing the work to earn the recycling award.
7:07:22 PM Gulledge Asked for a motion to place the communications on file. Motion was made by Bell. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:07:40 PM Gulledge Moved to Legal Matters.
7:07:52 PM Motil Presented Resolution 2012-12. A Resolution of the Village of Maryville Authorizing and Approving the Transfer of Ownership of Certain Real Property to the State of Illinois.
7:09:33 PM Gulledge Asked for a motion to pass Resolution 2012-12. Motion was made by Kostyshock. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:10:03 PM Motil Presented Resolution 2012-13. A Resolution of the Village of Maryville, Illinois Providing for the Submission to the Electors of the Village of Maryville, Madison County, Illinois, the Question Whether the Village of Maryville Should Have the Authority Under Public Act 096-0176 to Arrange for the Supply of Electricity for the Village of Maryville for Its Residential and Small Commercial Retail Customers Who have not Opted Out of Such Program.
7:13:07 PM Gulledge Asked for a motion to pass Resolution 2012-13. Motion was made by Schmidt. Second to the motion was made by Kostyshock. Gulledge noted only Ameren customers would be affected. Does not affect Southwestern Electric customers. But everyone in Maryville even if they do not have Ameren will be voting on this matter. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:14:09 PM Motil Presented Resolution 2012-14. A Resolution Authorizing the President and Board of Trustees of the Village of Maryville to Enter Into an On-Site Computer Hardware Service Agreement with Computron Incorporated.
7:15:10 PM Gulledge Asked for a motion to pass Resolution 2012-14. Motion was made by Garcia. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:15:44 PM Motil Presented Ordinance 2012-20. An Ordinance Authorizing the Execution of a Water Service and Pre-Annexation Agreement (Schiller, 107 Hillside Court, Collinsville)
7:17:27 PM Gulledge Asked for a motion to pass Ordinance 2012-20. Motion was made by Kostyshock. Second to the motion was made by Vallino. Gulledge noted this property is a new house being constructed on the lot. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:18:08 PM Gulledge Moved to Old Business.
7:18:16 PM Schmidt Motion to allow the County Clerk to use Village Hall as a polling location for early voting for the upcoming November election. Gulledge stated the dates for early voting will be October 22nd through November 3rd. More information will be coming. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:19:14 PM Bell Motion to approve the anti-virus software renewal at a cost of $1,899 for 45 users and includes installation by Computron. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:20:07 PM Kostyshock Motion to allow the Library committee to proceed with preparing plans to construct a Library facility on property owned by the Village of Maryville located on the northwest lot adjacent to Highway 159. Second to the motion was made by Short. Garcia asked to confirm the location. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:21:36 PM Kostyshock Motion to award the bid for fencing at the Public Works building located at 8B Schiber Court to Liberty Fence in the amount of $8,445. Stated this was the lowest of 3 received bids. Second to the motion was made by Vallino. Schmidt commented the funds will be from the Water Department account. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:22:40 PM Garcia Motion to approve pay increases for non-elected, non-union full-time and part-time employees as stated on Proposal #1 dated August 15, 2012. Increases to be effective as stated on Proposal #1 dated August 15, 2012. (A copy of Proposal #1 dated August 15, 2012 is attached to these minutes.) Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:23:42 PM Short Motion to approve the purchase of fire equipment as outlined on the August 2012 submitted request. (A copy of the request is attached to these minutes.) Equipment cost not to exceed $62,000. Second to the motion was made by Kostyshock. Short commented part of the money for the purchases will be from the Fire fund in the equipment line item budget, the remaining amount will be taken as a loan and financed over a 2 year period. Lowest loan interest rate is from First Mid-Illinois Bank. Garcia asked about the condition of the old uniforms. Gulledge answered old uniforms are no longer safe, there are problems with the stitching not holding up. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:28:22 PM Gulledge Moved to New Business / Trustee Comments.
7:28:32 PM Vallino Stated the Fall Rabies Clinic will be held on Saturday, October 6, 2012 at the Community Center from 9 a.m. - 12 noon. Prices will remain the same as the Spring clinic.
7:28:56 PM Schmidt Asked why the hand washing station at the west side pavilion has not been set up yet. Presson will check.
7:29:34 PM Bell Commented the Movie in the Park, "Happy Feet 2", was attended by about 200 people.
7:29:52 PM Kostyshock Reported the Eagle Scouts finished the concrete slab at the Library.
7:30:11 PM Gulledge Went to Calendar Updates. Park & Recreation committee meeting at 6 p.m. on August 20th. Nothing yet for a Planning Commission meeting. Village Hall and Public Works will be closed on September 3rd for Labor Day. Community Improvement Board has been moved to September 10th. Large item pickup is the week of September 17th. Concert in the Park on September 9th. Community Wide Garage Sale is September 15th.
7:31:58 PM Gulledge Moved to Staff Reports.
7:32:33 PM Henry Stated Kevin Tepen from C.J. Schlosser will be at next week's Caucus meeting to present the final Audit report for the fiscal year ended April 30, 2012.
7:32:43 PM Gulledge Went to Business From the Floor. There was none.
7:32:51 PM Gulledge Moved to Mayors Comments. Stated bids were opened for the Fred Winters Park. Bids were higher than expected. Currently working on different plans and may ask the Board to reject all bids.
7:33:45 PM Gulledge There being no further business to come before this meeting, asked for a motion to adjourn. Motion was made by Schmidt. Second to the motion was made by Bell.
