7:00:32 PM Gulledge Called the Board meeting of Wednesday, August 1, 2012 to order. Invited Pastor Sig Bjorklund from St. Luke's United Methodist Church to lead in prayer and asked all to remain standing for the Pledge of Allegiance.
7:02:49 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, and Short. Trustee Garcia was absent. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Public Works Director Presson, Police Chief Schardan, 1 guest and 2 reporters.
7:03:10 PM Gulledge Called for approval of the minutes from the July 18, 2012 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:03:48 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills as submitted. There were none. Motion to approve the bills for payment was made by Kostyshock. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:04:21 PM Gulledge Moved to Communications. There were none.
7:04:32 PM Gulledge Moved to Legal Matters.
7:04:39 PM Motil Presented Resolution 2012-11. A Resolution of the Village of Maryville, Madison County, Illinois, Authorizing the Village to Enter Into and the Mayor to Execute an Inter Agency Agreement Between the Village of Maryville, Illinois and the Illinois State Police.
7:05:53 PM Gulledge Called for a motion to pass Resolution 2012-11. Motion was made by Schmidt. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - present. Motion carried.
7:06:35 PM Motil Presented Ordinance 2012-19. An Ordinance Amending Title XIII: General Offenses, Chapter 131: Offenses Pertaining to Property, Section 131.05 Fishing Regulations of the Revised Code of Ordinances of the Village of Maryville, Illinois.
7:08:25 PM Gulledge Called for a motion to pass Ordinance 2012-19. Motion was made by Bell. Second to the motion was made by Vallino. Bell commented will need to take to the next Park Committee meeting for discussion regarding placing new signs with the new regulations. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:08:58 PM Gulledge Moved to Old Business.
7:09:15 PM Bell Motion to approve the purchase of materials for a 6" water main for Fred Winters Park from St. Jacob Winwater Works in the amount of $3,540.30. Second to the motion was made by Vallino. Gulledge stated St. Jacob Winwater Works was the lowest of three received bids. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:10:19 PM Gulledge In Trustee Garcia's absence, asked for a motion to approve 300 additional hours for the summer Public Works Employees not to exceed 420 hours for any individual summer employee. Motion was made by Schmidt. Second to the motion was made by Kostyshock. Short asked to confirm number of hours, was told motion is for 300 additional hours. Asked if there was a special project going on that needed the extra hours. Was told no, just have several projects that have not been completed yet and would like to be able to finish before the end of summer. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:11:33 PM Gulledge Moved to New Business / Trustee Comments. There were none.
7:12:25 PM Gulledge Moved to Calendar Updates. Movie in the Park August 10th "Happy Feet 2"; Police/Fire Board meeting August 6th at 5:30 p.m.; Community Improvement Board meeting August 6th at 7:00 p.m.
7:13:23 PM Vallino Asked if there would be a Planning Commission meeting in August. Gulledge answered as of yet, there were no agenda items.
7:13:31 PM Gulledge Moved to Staff Reports.
7:13:34 PM Schardan Presented July's Police report.
7:14:10 PM Gulledge Moved to Business From the Floor. There was none.
7:14:21 PM Gulledge Went to Mayor's Comments. Stated some surrounding communities are having problems with water supply. Stated his appreciation for work the Public Works Department and the Board have done to ensure the Village is in good shape in regards to water supply.
7:15:01 PM Gulledge Asked for a motion to go into Closed Session under 5 ILCS 120/2(c)(1) - the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. Motion was made by Schmidt. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:59:41 PM Gulledge Asked for a motion to come out of Closed Session. Motion was made by Short. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
7:59:56 PM Gulledge Being no further business to come before this meeting, asked for a motion to adjourn. Motion was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Short - yes. Motion carried.
