7:00:02 PM Gulledge Called the Board meeting of Wednesday, July 18, 2012 to order. Invited Pastor John Lottes of Our Lord's Lutheran Church to lead in prayer. Asked all to stand for the prayer and to remain standing for the Pledge of Allegiance.
7:01:35 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia, and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Public Works Director Presson, Police Chief Schardan, 3 guests and 2 reporters.
7:01:50 PM Gulledge Called for approval of the minutes from the July 3, 2012 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes as prepared was made by Schmidt. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:22 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions to the bills as submitted. There were none. Motion to approve the bills for payment was made by Kostyshock. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:56 PM Gulledge Moved to Communications.
7:03:00 PM Henry Read the Republic Services report of June's trash, recyclables and yard waste pick up amounts. Garcia asked how close the Village was to reaching the mark for receiving a park donation from Republic Services. Gulledge answered if July goes as well as May and June, should receive the maximum amount.
7:03:48 PM Gulledge Announced the June yard of the month winners, Gerald and Beverly Horstmann of 50 Oak Leaf in Keebler Oaks subdivision. Invited Gerald and Beverly to come forward and presented them with a commemorative stone.
7:04:56 PM Gulledge Asked for a motion to place the communications on file. Motion was made by Bell. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:05:19 PM Gulledge Moved to Legal Matters.
7:05:26 PM Motil Presented Ordinance 2012-18. An Ordinance Making Appropriations for Corporate Purposes for the Village of Maryville, Madison County, Illinois for the Fiscal Year Beginning May 1, 2012 and Ending April 30, 2013.
7:08:11 PM Gulledge Called for a motion to pass Ordinance 2012-18. Motion was made by Schmidt. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:08:44 PM Gulledge Moved to Old Business.
7:08:55 PM Bell Motion to approve the engineering and architectural services agreement with Juneau Associates, Inc., P.C. for the Fred Winters Park Improvement Project for a total of $21,600 for all 4 phases of the project. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:09:57 PM Short Motion to approve the purchase of replacement flooring and supplies for the Police Department from McCullough's Flooring in the amount of $3,163.02. Second to the motion was made by Kostyshock. Schmidt commented this is for the purchase of materials and supplies only, labor will be done by Village employees. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:10:59 PM Gulledge Moved to New Business.
7:11:03 PM Vallino Stated the Village has received the recommendation from IL Dept of Natural Resources on their findings after performing the shock treatment of Drost Lake. They are recommending that the Village change the current regulations for largemouth bass for better growth of the bass. Otherwise they found the lake and fish population to be good. Gulledge stated this will be on the agenda for the July 25th Caucus for discussion and that he had given a copy of the report to the Park Committee as well.
7:12:03 PM Short Thanked everyone in the Village for their help with the Firemen's Homecoming this past weekend. Public Works did a great job as did the Police Department. Thanked the community for coming and supporting the Fire Department.
7:12:48 PM Gulledge Went to Calendar Updates. Planning Commission's July 23rd meeting has been cancelled. August 10th is a movie in the park, "Happy Feet 2". Community Improvement Board meeting on August 6th. Museum Committee meeting on August 7th.
7:13:33 PM Gulledge Went to Staff Reports. There were none.
7:13:51 PM Gulledge Moved to Business From the Floor, there was none.
7:13:57 PM Gulledge Moved to Mayor's Comments.
7:14:13 PM Gulledge Stated he had received an email this afternoon stating the Lakeview Acres Road Project will be advertised for bids starting on July 26th, the bid opening will be at 10:00 a.m. on August 7th. Stated a lot of people have worked very hard to get the project to this point and stated his appreciation to Juneau Associates, Charlie Juneau and Brian Kulick, as well as Patrick Presson and Jolene Henry for their work. Stated we had to go back numerous times to IDOT to get final approval to proceed.
7:15:15 PM Gulledge Stated his opinion that no Homecoming is run as well as the Maryville Fire Department runs theirs. Noted how quickly it is set up and then cleaned back up with the help of the public works employees. Stated little to no trouble happens. Schardan reported that he knew of only 1 incident of a potential fight, but the officers responded to a tip and escorted the individuals from the park. Stated the proceeds raised go to ambulance payments and for emergency response personnel training.
7:16:50 PM Gulledge Called for a motion to go into Closed Session under 5 ILCS 120/2(c)(1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. Motion was made by Schmidt. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
8:28:57 PM Gulledge Called for a motion to come out of closed session. Motion was made by Short. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
8:29:15 PM Gulledge There being no other business to come before this meeting asked for a motion to adjourn. Motion was made by Bell. Second to the motion was made by Schmidt.
