7:00:09 PM Gulledge Called the Board meeting of Wednesday, March 21, 2012 to order. Invited Pastor Sig Bjorklund from St. Luke's United Methodist Church to lead in prayer and asked all to remain standing for the Pledge of Allegiance.
7:01:51 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, 1 guest and 2 reporters.
7:02:04 PM Gulledge Called for approval of the minutes from the March 7, 2012 Public Hearing and Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes was made by Schmidt. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:35 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions. There were none. Motion to approve the bills for payment was made by Vallino. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:03:06 PM Gulledge Went to Communications. There were none.
7:03:17 PM Gulledge Moved to Legal Matters.
7:03:22 PM Motil Presented Resolution 2012-05 A Resolution Adopting a Policy of Nondiscrimination as Provided by Title VI of the Civil Rights Act of 1964.
7:05:15 PM Gulledge Called for a motion to approve Resolution 2012-05. Motion was made by Short. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:05:47 PM Gulledge Moved to Old Business.
7:06:01 PM Schmidt Made a motion to authorize payment for the reservation for 1 table for 8 at the Congressional Prayer Breakfast on April 30, 2012 at a cost not to exceed $160. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:06:52 PM Schmidt Made a motion to authorize payment for the reservation for 2 tables for the Chamber Derby Day Auction at a cost not to exceed $950. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:07:55 PM Bell Made a motion to approve the renewal of the FTR recording system maintenance contract with BusComm, Inc. at a cost of $3,715.80 for the period of April 10, 2012 through April 9, 2013. Commented this covers all of the audio recording equipment and software. Second to the motion was made by Schmidt. Short commented price reflects a 5% increase over the previous year. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:09:20 PM Kostyshock Made a motion to approve the cleaning of Well #3 by Brotcke Well & Pump at a cost of $12,375.00. Commented this was the lowest of 3 bids, highest bid was $20,500. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:10:12 PM Kostyshock Made a motion to approve the application for STP funds for the E. Main Street Phase 3 project which includes a deposit in the amount of $4,770.31. Commented that deposit is refunded if the project is not selected for funding. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:11:42 PM Gulledge Moved to New Business / Trustee Comments.
7:11:50 PM Vallino Stated the Rabies Clinic has been confirmed for May 12th from 9 a.m. to 12 noon.
7:12:03 PM Schmidt Stated Jolene had distributed budget reports through February. If there are any questions, please contact Mayor, Jolene or himself.
7:12:22 PM Bell Commented on Park Committee meeting held Monday evening. Stated Art Show had approximately 75+ attendees. Also commented that no applications for the Village Garden had been received to date. Asked the newspaper reporters if they would include in next paper.
7:13:22 PM Kostyshock Stated he has brought a trunk which has been donated to museum. Trunk has shipping tag dating back to 1935. Trunk will be available to look at after the meeting. Library building committee will be meeting at Village Hall tomorrow evening at 7 p.m. Commented on asphalt job on Meadows Court completed yesterday. Job looks good. Juneau engineer supervising work did a good job.
7:15:40 PM Bell Asked about filling the holes on the road first. Presson answered there was an oil coating first, then treated with matting. Some areas got up to 3" of asphalt.
7:16:27 PM Gulledge Stated he had previously received a call from a resident in the area who stated he was not happy with the decision to not use concrete. After seeing the job completed today called again to say he was wrong and was very pleased with the asphalt.
7:17:34 PM Garcia Asked when the microsurfacing will start. Presson answered currently scheduled for 1st week of April.
7:18:11 PM Gulledge Moved to Calendar Updates. Planning Commission meeting for March 26th has been cancelled. Last week of March is large item/spring clean-up week. Community service work day on April 14th. Will meet at the park. Plan to plant trees and general clean-up. Followed by kite day.
7:19:55 PM Gulledge Went to Staff Reports.
7:20:00 PM Flaugher Gave update on firehouse addition. Painting is done, ceiling will be installed tomorrow, electrician to finish light fixtures and miscellaneous work on Friday. Flooring early next week. Contractor has stated that job should be 95% finished by end of next week. Stated he has notified the union that change to 24 hour coverage is set for April 30th. Commented the on duty personnel have been working on painting and clean up in the existing building. Thanked all for support for Chicken & Beer Dance.
7:22:41 PM Short Stated the Fire department has a clean-up day scheduled for March 31st. Suggested Flaugher coordinate with Presson for trash items to be picked up in the dump truck.
7:24:20 PM Bell Asked if furniture has been ordered. Flaugher answered it should be delivered within the next week.
7:25:05 PM Schmidt Asked about the house demolition on W. Main St. Stated concerns about time frame and safety issues on the property. Stated should review current procedures/ordinance for demos as this situation has taken a long time. Motil agreed and time limits should be instituted. Bell also commented on safety issues.
7:27:28 PM Henry Commented that budget reviews for next fiscal year are starting next week. Asked Trustees to review budget report distributed this evening and get with department heads if they have any questions on line item balances.
7:28:00 PM Gulledge Moved to Business From the Floor. There was none.
7:28:10 PM Gulledge Went to Mayor's Comments. Read Allied Waste report for February.
7:28:46 PM Bell Asked about starting yard waste pick up earlier. Short commented he asked about it as well and was told they won't start until April.
7:29:06 PM Gulledge There being no further business to come before this meeting, called for a motion to adjourn. Motion was made by Bell. Second by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
