6:30:41 PM Gulledge Called the Caucus meeting of Wednesday, February 8, 2012 to order and invited those in attendance to join in the Pledge of Allegiance.
6:31:03 PM Gulledge Asked for the roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Kostyshock, Garcia and Short. Trustee Bell was absent from the roll call. Also in attendance were Deputy Clerk Triplo, Attorney Motil, 2 guests.
6:31:03 PM Gulledge Called for the approval of the minutes of the January 25, 2012 Caucus meeting. Mayor asked if there were any questions, additions, or subtractions to the minutes as prepared by the Deputy Clerk. There were none. Motion to approve the minutes was made by Schmidt and seconded by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes, Garcia - yes, Short - yes.  Motion carried.
6:31:39 PM Gulledge Agenda item number 1: Request from CMT YMCA regarding half-marathon - Miriam Bell, YMCA. Asked Miriam Bell, YMCA, Program Director to step to the podium and to please state her name and address for the record.
6:31:46 PM Miriam Bell Miriam Bell, 137 Valley Drive, Caseyville, IL. She passed out the course map on the upcoming race. The runners loved the route last year and received positive remarks about the course, running past the winery and Drost Park and Lakeview Acres. Fortunate to have volunteer medics onsite last year. Several were willing to come down for the day and bring an EMS truck to stay onsite. They have agreed to do this again this year which is a huge step in the safety of all runners.
6:33:45 PM Gulledge Noted Trustee Bell arrived and was seated.
6:33:50 PM Miriam Bell This event brings over 200 top marathon volunteers to work the course with water stops, hospitality and giving out medals. This is not only just the CMT YMCA but the entire Southwest Illinois YMCA event. Miriam is representing for the entire association and they would like permission to repeat this event again. Miriam Bell offered to answer any questions or concerns.
6:34:25 PM Schmidt One concern last year was running on East Main there isn't a sidewalk so the runners have to run on the street. Did they have any problems with that?
6:34:40 PM Miriam Bell One resident did complain that he didn't like the cones on the street, they got a phone call and race staff was alerted and removed all the cones. The race started at 7:00 a.m. and since East Main is the beginning of the course the cones were cleared on that area by 8:30 a.m.
6:35:23 PM Gulledge Cones need to be out on the course, so it keeps runners off the street.
6:36:04 PM Miriam Bell One change on proposal is the paramedics rules have changed per Michael Gilbert, head paramedic with the event. In order for paramedics to work onsite, they need to be assisting the Village of Maryville EMS staff.
6:38:54 PM Gulledge Asked Miriam Bell to send him Michael Gilbert's phone number and he will get him in touch with the Maryville Fire Chief to work out the details. The Board feels like the event is good for Maryville.
6:39:41 PM Miriam Bell Event is Sunday, May 20, 2012 7:00 a.m. Entire event is over by noon with the awards ceremony.
6:39:55 PM Gulledge Stated event will be formally approved next week.
6:40:16 PM Gulledge Introduced Bill Beatty to discuss a resolution for approving a tax exempt financing compliance procedure for conduit bond issues and a resolution authorizing the issuance of hospital revenue bonds (Anderson Hospital).
6:40:44 PM Beatty Bill Beatty, 80 Santa Anita. Beatty explained like the Mayor stated this is the second half of the bond issue. Everything else will work the same as before. Hospital already started the building. They split the bond issue into two groups due to the limit per year. The bonds are secured by the hospital, the Village has no liability on these bonds. Does bring about 40-50 jobs to our area. One new requirement is the Village will need a bond compliance officer on our staff. There will be no out of pocket costs for the Village, but we will need a staff member to attend training.
6:43:21 PM Gulledge Mayor said the Board will discuss and decide on which Village staff member to attend training.
6:43:33 PM Schmidt Is this training done online or a class that they attend? Would it be additional cost to send two employees?
6:43:58 PM Beatty Believes they are glad to do it a free training because its a part of their business and will offer to all area municipalities.
6:44:42 PM Short Noted with in the bond resolutions, it had stated any out going Bond Compliance Officer would be required to train the new replacement officer.
6:45:30 PM Gulledge Mayor and the Board feels this has been good for Maryville in a number of ways. Hospital has saved money and brought jobs to town.
6:47:30 PM Gulledge Agenda item 8 - E-mail Archival System
6:47:50 PM Bell Jolene sent out a notification to other area Clerks to see what procedures they use for E-mail Archiving. Bell has not yet had a chance to contact any of those individuals.
6:48:14 PM Gulledge Mayor suggested that we put it on the next agenda.
6:48:28 PM Bell Discussed some E-mail archival options, but doesn't have a solution at this time. He will continue to research and we will revisit options with the Board.
7:03:38 PM Gulledge Mayor asked Bell to let him know when he would like them to be put on an agenda.
7:04:25 PM Vallino Who else is complying, why don't we have Jolene call the local municipalities. He doesn't feel Bell should be doing this research.
7:05:37 PM Motil Motil volunteered to call IML to see what they recommend or guidelines for the Village.
7:05:47 PM Gulledge Bell to let us know when he would like to put this item back on the Agenda.
7:05:50 PM Gulledge Agenda number 9 - Pay request J. Wilkinson Construction ($40,733.73) for the Firehouse Renovation. There was some mix up, so we are paying two pay requests.
7:07:30 PM Gulledge Jolene will call and get both, pay applications and lien waivers notorized before approval of payment.
7:09:10 PM Gulledge Discussion on the work schedule. Mayor thinks it will still be on time.
7:11:34 PM Gulledge Agenda item number 10: Calendar updates. Discussed February events and committee meetings.
7:17:43 PM Gulledge Agenda item number 11: Public input. There was none.

7:18:00 PM Bell Bell asked about the size of the park signs due to an email that he received.
7:18:12 PM Gulledge Mayor says they are in compliance. There is a border around the sign as requested.
7:19:30 PM Vallino Page 1 - Question on the welding work for the fire department. Just asking about the status.
7:20:00 PM Gulledge The vendor isn't getting paid until the work is finished.
7:20:50 PM Gulledge Page 2 - Public works meeting, changed date to the 8th. Water/Sewer rate study, will  be reviewed at that meeting.
7:21:22 PM Gulledge Agenda item number 13: Trustees Comments
7:21:28 PM Vallino Thanked Jolene for the loan sheet she created. It was very helpful.
7:21:50 PM Schmidt Community Improvement Board met - Went over some changes on the application. Lights are out on the Firemen's Marquee.
7:23:38 PM Short New ambulance is in service. Looks very sharp. Upcoming chicken and beer dance, selling tickets for March 10th event.
7:25:00 PM Gulledge No other Trustee Comments
7:27:48 PM Gulledge Agenda item number 14: Mayor Comments - Mayor went to CARD meeting last night. Business part went as planned, but more work to do. Board discussion regarding upcoming CARD meeting.
7:44:32 PM Gulledge There being no further business; called for a motion to adjourn. Motion made by Bell, seconded by Schmidt. Roll call vote on the motion: Vallino - yes, Schmidt - yes, Bell - yes, Kostyshock - yes, Garcia - yes, Short - yes.  Motion carried.
