7:00:03 PM Gulledge Called the Board meeting of Wednesday, February 1, 2012 to order. Invited Pastor Sig Bjorklund to open the meeting in prayer. Asked all to remain standing for the Pledge of Allegiance.
7:01:59 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, 2 guests and 2 reporters.
7:02:13 PM Gulledge Called for approval of the minutes of the January 18, 2012 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes was made by Bell, second to the motion by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:47 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions. Schmidt asked what the charge for former Detective Kanzler's cell phone was for. Henry answered this was an error when entering the information, the name should have been changed to Detective Ponce as he now has that phone. Motion to approve the bills for payment was made by Kostyshock. Second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:03:42 PM Gulledge Moved to Communications.
7:03:53 PM Gulledge Presented the winners of the 2011 Holiday Lighting contest. Read the list of winners: 1st Place - Dennie Price & Sharon Ellison; 2nd Place - John Robbs; 3rd Place - Mark & Michelle Rhoades; 4th Place - Jeff & Fara Uchitjil. 1st Place winner was present. Mayor presented Sharon Ellison with the 1st Place plaque. Board expressed their appreciation to Ms. Ellison for their efforts each year in decorating.
7:05:57 PM Gulledge Asked for a motion to place the communications on file. Motion was made by Bell, second to the motion was made by Garcia. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:06:19 PM Gulledge Went to Legal Matters.
7:06:26 PM Motil Presented Ordinance 2012-01. An Ordinance amending Title III: Administration, Chapter 32: Commissions and the Like, Community Improvement Board, Section 32.60 Establishment; Membership of the Code of Ordinances of the Village of Maryville. Read the ordinance in its entirety. Mayor explained purpose of ordinance was to change current membership from 21 to 17. Motion to pass Ordinance 2012-01 was made by Vallino. Second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:08:01 PM Gulledge Went to Old Business. There was none.
7:08:15 PM Gulledge Moved to New Business / Trustee Comments.
7:08:24 PM Vallino Commented on the new ambulance which was displayed in the parking lot before the meeting. Looks very nice.
7:08:46 PM Kostyshock Commented that the public works department has been cold patching the roads. Overtime is down due to the mild winter.
7:09:14 PM Gulledge Went to Calendar Updates for February. Discovery Series is starting this weekend. MCIB meetings resume Monday, February 6th. CARD meeting on February 7th at 7 p.m. Mayor stated Maryville's de-annex request will be first on the agenda and is to be discussed in open session.
7:10:34 PM Gulledge Went to Staff Reports.
7:10:38 PM Schardan Stated the 4 new police cars have arrived. Graphics & equipment are currently being installed. Should have 2 cars out on the road by the weekend. Read the Police Department's monthly report for January.
7:11:55 PM Flaugher Read January's building permit report. Schmidt asked what the demolition permit was for, was told for a fire damaged garage located off Zeable lane. Schmidt also asked about the house located at the corner of W. Main & Keebler. Was told a demolition permit was previously issued.
7:14:30 PM Flaugher Read the January Fire Department report. Short asked for an update on the building remodel. Currently working on the new HVAC, dry walling should start within 2 weeks. The training room will need additional outlets up higher on the wall, a change order may be needed.
7:17:41 PM Presson Stated the new security system for the water plant has been installed and is operational. The backup high service pump has been ordered and should be in next week.
7:18:27 PM Gulledge Went to Business from the Floor. There was none.
7:18:35 PM Gulledge Went to Mayor's Comments. Noted that he, Clerk Henry and the 2 Deputy Clerks completed voter registration training today at the County Clerk's office.
7:19:13 PM Gulledge Asked for a motion to go into closed session under 5 ILCS 120/2(c)(5) - The purchase or lease of real property for the use of the public body. Motion was made by Schmidt. Second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:32:43 PM Gulledge Called for a motion to come out of closed session. Motion was made by Bell, second by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:33:00 PM Gulledge There being no further business, called for a motion to adjourn. Motion was made by Vallino, second by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
