7:00:33 PM Gulledge Called the Board meeting of Wednesday, January 4, 2012 to order. Asked all in attendance to stand and invited Pastor Sig Bjorklund to open the meeting in prayer. Asked all to remain standing for the Pledge of Allegiance.
7:02:41 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Comptroller Brussatti, Building & Zoning Administrator/Fire Chief Flaugher, Public Works Director Presson, Police Chief Schardan, Detective Kanzler, 5 guests and 1 reporter.
7:02:54 PM Gulledge Called for approval of the minutes from the December 21, 2011 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes was made by Schmidt, second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:03:25 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions. There were none. Motion to approve the bills for payment was made by Short. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:03:54 PM Gulledge Went to Communications. Clerk Henry read a retirement letter submitted by Detective Tom Kanzler. Detective Kanzler's date of retirement is January 3, 2012. Mayor invited Detective Kanzler to the podium to address the Board.
7:05:10 PM Kanzler 242 Lakeview Acres Drive, Collinsville. Addressed the Board upon his retirement. Reminisced over the past years being a member of the Maryville Police Department. Thanked the Board and stated he has enjoyed his career at the Village.
7:06:24 PM Schardan Made comments regarding Detective Kanzler and his service to the Village. Presented a letter of commendation to Detective Kanzler.
7:08:41 PM Gulledge Thanked Detective Kanzler for his years of service and wished him good luck in his retirement.
7:09:46 PM Gulledge Asked for a motion to place the Communications on file. Motion was made by Vallino, second to the motion was made by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:10:04 PM Gulledge Went to Legal Matters. There were none.
7:10:10 PM Gulledge Went to Old Business. There was none.
7:10:23 PM Gulledge Moved to New Business / Trustee Comments.
7:10:34 PM Vallino Commented that he had noticed in Drost Park where the rip rap is by the boat ramp, the parking lot appears to be starting to crumble. Presson stated he was aware of the situation and was having material ordered to repair.
7:11:06 PM Schmidt Stated the Trustee packets contained the review of the current fiscal year budget as of November, 2011. Asked the Trustees to review the information and contact him, Mayor or Henry if there were any questions.
7:12:14 PM Garcia Asked about the DARE fund as listed on the November Bank Balance report. Asked if it was still active and what the money is used for.
7:12:48 PM Schardan Explained the DARE program is no longer active. Remaining funds are used for "give back" items/projects to the community such as sponsoring a Khoury League team and items for give away at the Homecoming.
7:13:31 PM Bell Asked about the status of the Meadows Court overlay project. Presson reported the project is delayed until Spring.
7:14:19 PM Gulledge Went to Calendar Updates. Meetings schedule for January was discussed.
7:16:39 PM Gulledge Went to Staff Reports.
7:16:43 PM Schardan Gave December Police report.
7:17:01 PM Vallino Asked about the Officer involved in the accident in December. Schardan reported there were no injuries.
7:17:25 PM Gulledge Commented on the 3 year Activities comparison included on the Police report. Noted the "Calls for Service" have dramatically increased since 2009. Also noted the citations issued have reduced. Schardan stated citations issued are down due to the department being short at least 1 police officer during the past 3 years.
7:18:10 PM Gulledge Went back to Calendar Updates for February, 2012. Bell noted the February Discovery Series has been set and posted.
7:18:39 PM Flaugher Gave the December building permit report with calendar year totals.
7:20:02 PM Flaugher Gave the Fire Department's report for December.
7:20:37 PM Vallino Asked Chief for future reports to include a breakout on the calls by shift (6 a.m. to 6 p.m. vs. 6 p.m. to 6 a.m.).
7:21:25 PM Schmidt Asked if the new communications tower on Southwestern Electric's building is up yet. Flaugher and Schardan answered they have not been told specifically, last word was it was expected to be up in December.
7:22:11 PM Henry Distributed information sheet regarding Open Meetings Act Training. Effective January 1, 2012 elected and appointed officials must complete the training by January 1, 2013 and file the certificate of completion with Henry. Schmidt asked if this requirement applies to all appointed individuals such as Village staff and committees. Motil stated he had contacted Brian Day with Illinois Municipal League who interpreted the law to mean all appointed individuals including volunteer committee members. Discussion followed regarding hardship on volunteers. Mayor instructed Motil and Henry to do more research as to who falls in the category of "appointed" and would be required to take the training.
7:27:04 PM Gulledge Went to Business from the Floor. There was none.
7:27:14 PM Gulledge Went to Mayors Comments. Stated that he feels 2011 was a pretty good year and is confident that 2012 will be even better.
7:27:41 PM Gulledge Asked for a motion to go into closed session under 5 ILCS 120/2(c)(21) - Discussion of minutes of meetings lawfully closed under the Open Meetings Act for the purpose of the review of past minutes. Motion was made by Kostyshock, second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
8:01:06 PM Gulledge Asked for a motion to come out of closed session. Motion was made by Vallino, second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
