7:00:03 PM Gulledge Called the Board meeting of Wednesday, December 21, 2011 to order. Asked all to stand and invited Pastor Kevin Wilson to lead in prayer. Asked all to remain standing for the Pledge of Allegiance.
7:01:25 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Bell, Kostyshock, Garcia and Short. Also in attendance were Clerk Henry, Attorney Motil, Public Works Director Patrick Presson, Police Chief Rich Schardan and 1 reporter.
7:01:41 PM Gulledge Called for approval of the minutes from the December 7, 2011 Board meeting. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes was made by Schmidt, second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:11 PM Gulledge Called for approval of the bills submitted for payment. Asked if there were any questions, additions or subtractions. There were none. Motion to approve the bills for payment was made by Short. Second to the motion was made by Kostyshock. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:02:43 PM Gulledge Went to Communications. There were none.
7:02:53 PM Gulledge Went to Legal Matters.
7:03:06 PM Motil Presented Ordinance 2011-41. An Ordinance authorizing the purchase and acquisition of real estate. Read the Ordinance in its entirety. Motion to pass Ordinance 2011-41 was made by Kostyshock. Second to the motion was made by Vallino. Trustee Schmidt commented that the property had been appraised at $13,000, purchase price is $12,500 as negotiated by the Mayor. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:05:33 PM Gulledge Moved to Old Business.
7:05:47 PM Bell Made a motion to purchase an I5 replacement laptop with Microsoft Office Business software and a docking station for the Council Chamber from Computron, Inc. at a cost not to exceed $1,559.97. Second to the motion was made by Kostyshock. Trustee Short asked what the size of the current laptop's screen is, was told 13 1/2". Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:06:56 PM Kostyshock Made a motion to approve change order #1 from Missouri Petroleum Products to extend the contract for the 2011 microsurfacing project to May 31, 2012. Noted the contract price remains at $84,780.90. Second to the motion was made by Short. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:07:52 PM Gulledge Went to New Business.
7:07:58 PM Vallino Noted there was a CARD meeting the previous evening.
7:08:18 PM Schmidt Wished all happy holidays and noted there is no meeting next week. Thanked Presson for Christmas lights and decorations throughout town. Wished the police & fire departments safety over holidays.
7:08:44 PM Kostyshock Wished all a Merry Christmas. Noted his appreciation to all Village departments.
7:09:09 PM Garcia Thanked all Village employees for their work.
7:09:15 PM Short Thanked all for attending the fire department's Christmas party. Wished all a Merry Christmas and Happy New Year.
7:09:33 PM Gulledge Went to Calendar Updates.
7:10:36 PM Gulledge Went to Staff Reports while calendar was loading on laptop.
7:10:42 PM Schardan Noted that Sgt. Howe has returned to work from an off-duty injury. Stated that on December 14th Officer Missey was involved in a traffic accident. A car ran the red light at Hwy. 159 & Vadalabene and hit Officer Missey's vehicle. Officer Missey was transported to the hospital, but sustained no serious injuries. Preliminary review of the police car shows that it may be totaled.
7:12:31 PM Gulledge Returned to Calendar Updates. Noted the Village Hall office closings over the holidays. Stated next week's Caucus has been cancelled. Discussed upcoming January events. Schmidt asked if the park committee's calendar of events for the new year could be brought to the board for approval. Gulledge stated that in the future the list should be sent to the Trustees for approval. Discussion followed regarding CARD meeting held the previous evening.
7:18:21 PM Gulledge Went to Business From the Floor. There was none.
7:18:29 PM Gulledge Went to Mayor's Comments. Announced the 2011 Holiday Lighting contest winners: 1st Place: Dennie Price & Sharon Ellison at #2 Eastway Court; 2nd Place: John Robbs at #2 Hickory Drive; 3rd Place: Mark & Michelle Rhoades at 215 S. Lange; 4th Place: Jeff & Fara Uchitjil at #9 Barbarotto Lane. Commented on the presentation at last week's Caucus meeting by Mr. Carr with Good Energy. Stated the Board's decision was to not place the item on the upcoming election ballot until more research has been completed. Agreed with statements made by Trustees that the Village is fortunate to have the current employees and staff as well as the attorney and engineers. Also appreciated the Trustees and noted how they all work together well. Wished all a Merry Christmas and happy holiday season.
7:23:24 PM Gulledge Asked for a motion to go into closed session under 5 ILCS 120/2(c)(2) - Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees. Motion was made by Schmidt, second to the motion was made by Bell. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
7:37:12 PM Gulledge Called for a motion to come out of closed session. Motion was made by Short, second to the motion was made by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
