6:30:04 PM Gulledge Called the Caucus meeting of Wednesday, October 26, 2011 to order and invited those in attendance to join in the Pledge of Allegiance.
6:30:37 PM Gulledge Asked for a roll call of those officers present. Answering the roll were Trustees Vallino, Schmidt, Kostyshock, Garcia and Short. Trustee Bell was absent. Also in attendance were Clerk Henry, Public Works Director Presson, Building & Zoning Administrator/Fire Chief Flaugher, Administrative Clerk Triple and 1 reporter.
6:30:49 PM Gulledge Called for approval of the October 12, 2011 Caucus meeting minutes. Asked if there were any questions, additions or subtractions to the minutes as prepared by the Clerk. There were none. Motion to approve the minutes was made by Schmidt and seconded by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
6:31:20 PM Gulledge Moved to agenda item Review of the Village Gazette due to Bell's absence.
6:31:41 PM Gulledge Discussed Village Gazette status. Mayor and Henry feel like the Gazette is very repetitive. The churches and library use it more than the Village. Mayor asked for a discussion on either changing the frequency or stopping production all together. Mayor had Henry come up with figures for cost of producing the Gazette.
6:32:55 PM Henry Presented figures for cost of production. Yearly cost is approximately $1500.00 per year (between $250-$275 per issue) not including all the labor involved in producing. We mail approximately 250 copies out to residents and only email about 10 residents. Henry feels like it has run it's course over the years. All the information from the Village Department Heads are repetitive articles with the exception of the number of fire calls and building and zoning amounts. It is her opinion that with the addition of the new website, the Gazette is no longer needed. We can put all the new announcements/news items on the front page of our website or on the website calendar along with links to the organizations that use the Gazette the most.
6:35:59 PM Gulledge Asked trustee opinions. Schmidt discussed opinion, Gazette has run for eight years and was very informative at that time, but now with the website it's no longer needed. Short suggested the Department Heads still post articles with new information on the website for residents. All agreed to stop production at this time of the Village Gazette. The last issue will be November 1st and will include a statement that this will be the last issue and where to get the village information in the future. Mayor and Trustees want to thank Jack Kime for his initial efforts in creating the Gazette and being the editor for the first few years.
6:42:41 PM Gulledge Went to Park Recommendations. Khoury League would like to build a storage garage (22 x 22) on Village property near the ball fields.  Previous shed was too small for equipment storage. New building will be brick, no windows, concrete floor. Khoury will pay for electric if available for hookup. Khoury asked to waive the building permit fee.  Mayor suggested that the Board agree to do this in the event that if the Khoury league should dissolve, the building will belong to the Village and the Village doesn't pay for building permits, but it would be up to the Board for approval. Khoury will be paying for all expenses. Mayor stated it will probably be added to Village's insurance coverage due to it being on Village property. Short asked for confirmation that they will have to submit a building plan and colors. The Board will be approving the building plan and colors of the building. If Khoury league would cease, the building would be property of the Village. All trustees agreed to approve.
6:47:03 PM Gulledge Went to Calendar Updates. Discussed events remaining in October. Discussed November events.
6:49:58 PM Gulledge Went to Public Input. There was none.
6:50:18 PM Gulledge Went to To Do List - Mayor stated ISO inspection update will be 11/9 meeting. Tax Levy work will begin soon. Mayor discussed storm drainage work in Nottingham.
6:52:01 PM Trustee Bell arrived and was seated.
6:52:21 PM Gulledge Continued with To Do List.
6:53:28 PM Gulledge Went to Trustee Comments. Bell reminded the Board about the Village Garden Meeting tomorrow evening.
6:54:04 PM Kostyshock Library board building committee met last Thursday and they are visiting area libraries for ideas for a new building.
6:54:57 PM Gulledge Went to Mayor Comments. He had none.
6:55:08 PM Gulledge Asked for a motion to go into closed session under 5ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body; 5ILCS 120/2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees; and 5 ILCS 120/2(c)(11) Probable Litigation. Motion was made by Schmidt, seconded by Short. Roll call vote on the motion; Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
8:34:23 PM Gulledge Asked for a motion to come out of closed session. Motion made by Short and seconded by Vallino. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes.
8:34:40 PM Gulledge Being no further business, asked for a motion to adjourn. Motion made by Bell and seconded by Schmidt. Roll call vote on the motion: Vallino - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes; Short - yes. Motion carried.
