6:45:06 PM Gulledge Called the first public hearing of Wednesday, June 1, 2011 to order. There were 11 people in attendance. Stated the purpose of the hearing is to discuss a request for rezoning from B1 to MR2 from Charter Communications for property located at 200 West Division. He opened the hearing to the floor for comment.
6:46:11 PM Chris Geiler CMG Custom Construction. Discussed his opinion regarding why MR2 zoning is a good use for this property, including consistency with neighboring developments, improved property value, and increased tax revenue for the Village.
6:50:11 PM Kostyshock Stated his opposition to the rezoning, citing problems in surrounding communities with apartments.
6:50:36 PM Garcia Stated her opposition to the rezoning as in her opinion there are too many apartments in that area.
6:50:52 PM Gulledge Reminded the Board this is strictly a rezoning issue and not a discussion of what development will be put on the property.
6:51:05 PM Bell Responded the rezoning request raises the question of development.
6:51:25 PM Short Commented they don't necessarily know what will be developed if the property is rezoned; however similarly they would not know if the property remains B2. Stated at least if it is re-zoned to MR2 there will be more restrictions on what goes in.
6:51:51 PM Flaugher Building and Zoning Administrator. Stated the Village passed an ordinance for MR2 zoning that gives them total control over what can be developed. Explained the development plan will have to go through both the Planning Commission and Board for approval. Explained MR2 is the most restrictive zoning the Village has.
6:53:23 PM Bell Stated he understands they have more control. Stated he would be more in favor if knew the plan is for villas or townhouses versus 400 apartment units.
6:54:10 PM Geiler Commented there is a restriction on the amount of density in the area. Stated CMG has submitted a preliminary site plan. Commented it will be very similar to what was done on the last development on West Zupan and will be within the density limits without asking for any type of variance.
6:54:58 PM Garcia Commented she would rather take a chance of nothing being developed there as it has been for the last thirty years than to throw something up just because they are worried about what might go up.
6:55:11 PM Gulledge With no further comments, he closed the hearing.
