6:59:48 PM Gulledge Opened the meeting by leading those in attendance in the Pledge of Allegiance, and then asked for the Roll Call.
7:00:35 PM Long Trustees answering the roll call were Bell, Callahan, Kostyshock and Garcia. There was no response from Limberg or Edwards.
7:01:18 PM Gulledge Asked for approval of the minutes of the October 2nd Board Meeting. Motion by Kostyshock, second by Garcia to approve the minutes as submitted by the Clerk. Voting on the motion: Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:02:03 PM Gulledge Called for approval of the bills submitted for payment, then went on to explain that he would like the bill from SBC/Ameritech to be approved, but held until SBC completes the remainder of the contract.
7:02:50 PM Garcia Asked about the invoice for treatment of the canines. Chief Sonnenberg answered that KC possibly has a tumor. He has had several tests and an ultra sound. Also routine check ups are included on the invoice.
7:04:26 PM Gulledge Reported for the record, that Trustee Limberg arrived and was seated at 7:04 p.m. Then, there being no more questions or comments on the bills, he asked for a motion to pay the bills. Motion by Bell, second by Garcia to pay the bills.
7:05:00 PM Long Voting on the motion: Limberg - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:05:34 PM Gulledge Asked Clerk Long if there were any communications.
7:05:43 PM Long Read two letters of resignations from the Fire Department. One from Joseph Bloomquist, and one from Toby Mitchell. Motion by Kostyshock, second by Garcia to approve the communications and place them on file. Voting on the motion: Limberg - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:08:56 PM Wigginton Was next on the Agenda. He read a Proclamation which proclaims that October 26th is "Make A Difference Day in the Village of Maryville.
7:10:19 PM Gulledge Called for approval of the Proclamation. Motion by Garcia, second by Bell to approve the Proclamation as read by Attorney Wigginton. Voting on the motion: Limberg - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:11:13 PM Gulledge Asked if there was a reason for Closed Session. There were none. He then called for Old Business.
7:13:02 PM Callahan Made a motion to accept the resignation from the Fire Department by Joe Bloomquist. The motion was seconded by Kostyshock. Voting on the motion: Limberg - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried. Next he made a motion, and it was seconded by Limberg, to accept the resignation of Toby Mitchell from the Fire Department. Voting on the motion: Limberg - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:13:55 PM Callahan Made the motion and it was seconded by Bell to accept Daniel Kimball, 317 Bill-Lou as a member of the Fire Department with a six month probation period. Mayor Gulledge asked if the firemen have to have physicals before being put on the Department. He was told they did. Voting on the motion: Limberg - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried. Motion by Callahan, second by Kostyshock to accept Raymond Kicielinski, Jr. of 824 Daniel Drive as a member of the Fire Department with six months probation, providing he passes his physical. Voting on the motion: Limberg - yes; Bell -yes; Callahan - yes; Kostyshock - yes; Garcia - yes; Motion carried.
7:14:42 PM Callahan Made the motion, second by Limberg to accept Bryan Cronovich of 106 Lou Rosa as a member of the Fire Department with a six month probation period providing he passes the physical. Voting on the motion: Limberg - yes; Bell -yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:15:37 PM Gulledge Called for Staff Reports -
7:15:52 PM Chief Sonnenberg Reported that he gave a copy of their six (6) months statistics to each trustee. Also reported on the score results of Officer Spaller, he is now a certified firearms instructor. There are now two instructors in the Police Department. Davis and Spaller will train the other officers and re-certify them on a regular basis. Next, the applications for telecommunicators are closed. Fire Chief and Chief will screen applications and refer their choices to the Personnel Committee. The Halloween party is scheduled for Thursday, Oct 31st. However, this depends on the strike situation of the teachers whether or not it will be held at school. He also requested help from the board.
7:19:07 PM Gulledge Asked the time of the Party. Chief replied 6 p.m. to 8:30 p.m.
7:19:37 PM Bell Asked about the status of using the gym even if there is a strike. He said it is not a school function. Chief responded that he has been told that if there is a strike they will not be able to use school.
7:20:37 PM Flaugher Thank board for consideration in hiring the three applicants, plan for the Fire Department. He also announced a Planning Commission Meeting on Oct 28th at 7:00 p.m.
7:21:42 PM Limberg Asked what was on the agenda . Flaugher answered there is a minor subdivision within the one and one-half mile radius of Maryville that regulations call for approval from Maryville. Also a preliminary plat approval for Executive Plaza ;one amendment to the PDR on The Villas At Stonebridge, on modification to a lake ; potential PDB for approval ,but to date nothing has been submitted. This is a credit union. Also School Board members will be there to discuss any concerns someone may have..
7:23:19 PM Callahan Asked where the minor subdivision is located. Flaugher explained it is on Old Keebler Road, and Madison County regulations state if a subdivision is within a 1 1/2 mile radius it must be approved by that locality.
7:24:26 PM Kostyshock Asked if Bloomquist was resigning or retiring. Flaugher explained he resigned. He had been on the department for four years.
7:24:46 PM Gulledge Asked if there was any business from floor. There was none.
7:25:00 PM Gulledge Announced the Southwestern Council of Mayors meeting on Thursday, October 24th. Anyone wishing to attend must let him know by Monday. Mayor Gary Neiber will be honored at this meeting. He is the newly elected President of the Municipal League. Next he reminded those present of the Dedication of Village Hall and Police Station Expansions on Sunday, November at 2 p.m. There will be a small dedication service and tours for anyone who wants to go through the buildings. He also announced a Park Committee meeting on Monday, October 21st at 6 p.m.
7:26:38 PM Gulledge Next, he reported that at 2p.m. on the 21st he will be attending a meeting with the newly founded Park District. He asked for volunteers to attend with him. This meeting is to set up prerequisites for the funding. The meeting will be held in the County Board Room. He also reported that SWAP will be here Monday and Tuesday, October 21 and 22. If anyone has any projects they'd like done, they should get with Superintendent Mann. Next Tues, Oct. 22nd is the monthly meeting on county wide sewers . He said the Economic Development Committee had good meeting with school board. He then reported that they will be at the Caucus next Wednesday. Also, November 5th is election day, and he encourages all to vote. Last, he announced a 9 a.m. storm water meeting on Wednesday October 23rd. With nor further business to discuss, he called for a motion to adjourn.
7:29:46 PM Limberg Made the motion, and second by Bell to adjourn. Voting on the motion: Limberg - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried. The meeting adjourned.
