6:45:10 PM Gulledge Called the meeting to order, and invited those in attendance to join in the Pledge of Allegiance. He explained the purpose of the meeting is to consider the adoption of the recodification and amendments to the Revised Code of Ordinances, including the Zoning Code. Trustees present were Limberg, Schmidt, Bell, Kostyshock, and Garcia. Callahan was absent. Also in attendance was one reporter, Chief Schardan, and Building/Zoning Administrator & Fire Chief Flaugher. He turned the meeting over to Attorney Wigginton.
6:46:10 PM Wigginton Also said the purpose of the special meeting is to consider an ordinance enacting the Code of Ordinances for the Village of Maryville. He said there have been at least two public hearings prior to the consideration of the adoption of the ordinance. There have been several discussions at open sessions of Caucus meetings, as well as Planning Commission meetings, regarding the revisions of the recodification. The recodification is based upon the input from the Administration, Board of Trustees, Village Attorney's Office, Village Engineer's Office, as well as the Department Heads. At this time, he read ORDINANCE 2003-21, An Ordinance Enacting A Code Of Ordinances For The Village Of Maryville, Illinois, Revising, Amending, Restating, Codifying And Compiling Certain Existing General Ordinances Of The Political Subdivision Dealing With Subjects Embraced In Such Code of Ordinances, And Declaring An Emergency.
6:51:08 PM Gulledge Called for a motion to approve and adopt Ordinance 2003 -21. A motion was made by Kostyshock to approve and adopt Ordinance 2003-21, the recodification of the revised code of ordinance of the Village of Maryville. Schmidt seconded the motion. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes. Motion carried.
6:51:55 PM Gulledge Said he wanted to thank all the department heads. and a special thanks to the trustees, Village Attorney, and Village Engineer, and an extra thanks to Trustee Bell, because he is the one that got this started. He laid the ground work. The process has taken over a year, but it was time well spent. All the departments went through their areas, and have done a good job bringing it up to code. He said the thing he likes most about the book is it is fair, and user friendly.
6:53:05 PM Bell Said at last Caucus there was a question about the binder and the pages. He talked with Amy Oaks and got prices on the D-ring binders. They run $875.00, and they would allow a $425.00 credit on the current binder. He said he took the cardboard inserts from the old binder and put in the new binder, and it seems to be working. He suggests trying this before buying different binders.
6:54:20 PM Gulledge Said if after trying this, if it doesn't work, then they will look into different binders. With no other business to come before this meeting, he called for a motion to adjourn the special meeting. Motion by Limberg, second by Garcia to adjourn. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Kostyshock - yes; Garcia - yes. Motion carried.
