Description Public Hearing - Iberg Sewers

6:45:25 PM Gulledge Called the Public Hearing to order, with two citizens,  five trustees, Clerk Long and Attorney Wigginton in attendance. Trustee Callahan was absent. He explained that the reason for the hearing is to discuss the Iberg Pre-Annexation Agreement to supply sewers to Wheel Ranch Mobile Park on the corner of 157 and 162. He turned the hearing over to Attorney Wigginton.
6:46:01 PM Wigginton Explained that the Village has been in negotiations for some time with Richard Iberg, the owner of record of land located at 162 and 157. He has requested the consent of the Village of Maryville to provide sewer services. His property is not contiguous to the Village, but he wishes to enter into an agreement for sewer service and pre-annexation, which would require him to annex at such time that the property becomes contiguous. He will be obtaining the sewer service from the Village of Glen Carbon. The Village of Maryville has no objection to him connecting to Glen Carbon sewers.
6:46:45 PM Gulledge Explained that the property is in the Glen Carbon FPA Boundary. Maryville will be doing the billing. He went on to say that several years ago, Maryville negotiated a contract with Glen Carbon to, and if the Village chooses, to provide sewers for people on the north side of Maryville, predominately along Route 162. This is the same agreement that will be incorporated with this pre-annexation agreement should the Board choose to approve it. He opened the hearing for questions.
6:47:27 PM Bell Asked if Maryville is billing for the sewers, how is Glen Carbon involved.
6:47:44 PM Gulledge Explained that the tap fees that are being paid, Maryville will get a portion and Glen Carbon will get a portion. Also, Maryville will do the billing, but it will be billed from a formula that has already been approved with the original agreement that the Village signed for the east side of 159 and 162. This is the same agreement. Maryville will do the billing through a master meter of Glen Carbon at their rate. Maryville will collect for the sewers and each month pay Glen Carbon. This is similar to the water agreement at Echo Plaza with Troy. Nothing has changed as far as dollar amounts from the original agreement.
6:48:49 PM Schmidt Asked what this had to do with a pre-annexation agreement.
6:49:05 PM Gulledge Explained the pre-annexation. As Attorney Wigginton said, the property at this time is not contiguous. But, when it becomes contiguous, the Village will notify either Iberg or whomever owns the property at that time, that the property is contiguous and will be annexed into the Village of Maryville.
6:49:25 PM Schmidt Asked if this agreement is to get him to do this.
6:49:37 PM Gulledge Replied that it is, and also to provide him with the sewers that he needs. The system he is currently on is under duress now, and the EPA is on him to do something about it.
6:49:59 PM Gulledge Asked if there were any other questions. There were none, and the hearing closed.
