7:00:03 PM Gulledge Called the Board Meeting of February 18, 2004 to order, and asked those in attendance to join in the Pledge of Allegiance. He then asked for a roll call of those officers present. Answering the roll call were Trustees Limberg, Schmidt, Bell, Callahan, Kostyshock, and Garcia. Clerk Long and Attorney Wigginton were also present, along with Staff members Police Chief Schardan, Zoning Administrator/Fire Chief Flaugher, Comptroller Brussatti, Street Superintendent Mann, Water & Sewer Superintendent Presson, and three (3) reporters.
7:01:04 PM Gulledge Called for approval of the minutes of the February 4th meeting. He asked if there were any questions, additions, or subtractions to the minutes as submitted by the clerk. There were none. He called for motion to approve the minutes and place them on file. Schmidt made the motion, and Garcia made the second. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:01:48 PM Gulledge Called for approval of the bills submitted for payment. He asked if there were any questions, additions or subtractions on the bills as submitted. There were none. He called for a motion to pay the bills submitted. Motion by Kostyshock, second by Limberg to pay the bills. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:02:28 PM Gulledge Called for Communications.
7:02:29 PM Long Read a letter from the Collinsville Evening Lions Club requesting permission to solicit for their annual Candy Day at the Intersection of Routes 159 and 162.
7:03:56 PM Gulledge Called for a motion to approve the communication read and place it on file. Garcia made the motion, and it was seconded by Schmidt.
7:04:11 PM Callahan Said he received a call from a member of the Lions Club asking what will happen with the widening of the highway. Callahan asked if those who have permission to solicit at the intersection will lose this privilege.
7:04:19 PM Gulledge Replied that he doesn't know at this time. He said he believes they will, but as yet, he has not been told anything from the State. He asked for any other questions or comments. There being none, he asked for the roll call.
7:04:33 PM Long Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:04:55 PM Gulledge Went to Legal Matters.
7:05:01 PM Wigginton Read RESOLUTION 2004-02, A Resolution of the Village of Maryville, Madison County, Illinois, Authorizing the Notice of Sale of Real Property Owned by the Village of Maryville and the Invitation to Bid Thereon, in it's entirety. This property is known as Lot 40 in Borri Subdivision.
7:08:25 PM Gulledge Called for a motion to approve Resolution 2004-02 concerning the property located at Lot 40, Borri Subdivision. Kostyshock made the motion, and Garcia made the second to the motion.
7:08:47 PM Schmidt Commented that on the Agenda this is listed as Ordinance 03. He asked if it is actually 02.
7:08:54 PM Gulledge Replied that it is a Resolution, not an Ordinance. He asked if there were any other questions or comments. There were none. He asked for the roll call on the motion.
7:09:09 PM Long Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:09:30 PM Wigginton Read ORDINANCE 2004-03, An Ordinance of the Village of Maryville, Madison County, Illinois, Authorizing the Sale of Certain Personal Property Owned by the Village of Maryville. in it's entirety. This property is a 1989 Chevrolet 3500 one-ton dump truck with an 8 foot plow/Western product, spreader/flink with spreader wheel and other accessories.
7:11:15 PM Gulledge Called for motion to approve Ordinance 2004-03 authorizing the sale of the 1989 dump truck and accessories. Motion by Limberg, second by Kostyshock to approve Ordinance 2004-03 and sell the 1989 dump truck and accessories. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:12:10 PM Gulledge Asked if there was any reason for a Closed Session. There wasn't. He went on to Old Business.
7:12:30 PM Bell Made a motion to accept the bid from Michael and Linda Drost for the property on Lot 2 Hayden Lane, in the amount of $23,500. The second was made by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:14:38 PM Kostyshock Reported that the work has resumed on West Main. They are putting in the storm sewers between Foxmills and Field Point. He said they are doing a good job. There were shut down for about three weeks due to bad weather, however, they are still ahead of schedule.
7:15:02 PM Garcia Asked if they were finished with the asphalt on 159. She was told no, the asphalt plant is closed for the season.
7:15:15 PM Gulledge Went to new business.
7:15:25 PM Callahan Made a motion to contract with Design One Signs (Chris Meeks) for designing and building a new sign in Firemen's Park, not to exceed $8400, and the Village will provide the electricity to the point of hook up. Kostyshock made the second to his motion. Callahan thanked Trustee Schmidt for all his help on the logo. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:16:41 PM Kostyshock Discussed the Library, Museum, & Historical Committee meeting. He said they have put together some questionnaires and some facts about how it would benefit the community to have a library. He said he gave it to Attorney Wigginton to go over, and asked him if it was okay.
7:17:11 PM Wigginton Told him he just opened it.
7:17:33 PM Kostyshock Read some of the questions and highlights that are on the questionnaires. He said the committee is doing a good job. On March 18 the committee will hold an informational session at Maryville West School PTA meeting, at 6:30 p.m. to inform the public and gain support for the library. He said he thinks the Council is 100% for it.
7:18:48 PM Gulledge Replied that this Board thinks it is good, and will leave it up to the people to decide. He said if there is enough interest, the Board and the Committee plan to put it to a referendum in the Fall and let the citizens decide.
7:19:15 PM Kostyshock Said they are also going to St. John Neumann School.
7:19:35 PM Wigginton Looked over the literature Kostyshock had given him and he said it is fine for a press release.
7:19:55 PM Kostyshock Said if anyone has any questions, the names of people on the committee is listed on the flyers.
7:20:17 PM Gulledge Went to Staff Reports.
7:20:20 PM Schardan Reported that Pine Lawn Police came over and picked up the dog cage, and paid the $600. He gave an update on the basement remodeling project. The walls are all up, and are being painted. They are looking now for flooring. He will try to have prices, etc for the next caucus.
7:21:29 PM Mann Said he wanted to let everyone know that now that the snow is over with, they will be getting back to the streets. They will be going back to Schiber Court to get some of the concrete done.
7:22:14 PM Bell Said he noticed that West Main was re-closed today, they were out there working. He asked if people should assume it is closed from now on.
7:22:20 PM Kostyshock Answered yes, but there will be times when it opened for a little while.
7:22:47 PM Gulledge Said he thinks it is better if they don't inform the Village when it is opened or closed because of the phone calls that would be coming in. If someone would tell a caller it is opened and when they got there it was closed, it just makes for confusion.
7:22:52 PM Kostyshock Said it is really a safety factor because of all the holes, etc. He went on to report that Mann and his crew did weatherproof the old firehouse.
7:23:12 PM Mann Said it is 90% finished, he found a few more spots that need attention. He reported that they are about finished with the Police Department basement.
7:23:37 PM Garcia Asked if it would it help to put a ceiling in Grandma's Attic.
7:23:54 PM Mann Replied there is a drop ceiling, it is just a lot of holes they've found. There is big gaps around the ambulance bay doors. They have put in new wood and weather stripping.
7:24:31 PM Limberg Asked Flaugher about the chicken and beer dance.
7:24:53 PM Flaugher Replied it will be Saturday, March 27.
7:25:04 PM Gulledge Called for Business From the Floor. There was nothing. He went on to Calendar Updates.
7:25:21 PM Bell Said the art show is this Sunday at 2 p.m. at the Senior Center.
7:25:49 PM Schmidt Said there is a Zoning Board of Appeals public hearing this Saturday, February 21st at 9 a.m. There is one item on the agenda regarding the request for a special use permit to operate an MVOB on Executive Plaza.
7:26:28 PM Garcia Asked what an MVOB is. She was told it is a Motor Vehicle Oriented Business.
7:26:48 PM Gulledge Asked for a motion to allow the Collinsville Evening Lions Club to solicit funds for Candy Day at the intersection of 159 &162 providing it is eligible (due to the widening of 159) on October 1st and 2nd, and providing they meet all the guidelines for insurance purposes. Garcia made the motion, Schmidt made the second. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:27:31 PM Gulledge Thanked the newspapers for the articles on the Special Census. He said he is hoping to get the enumerator applications back in by next Wednesday. He said he met with the Special Census people on Monday at the Senior Building, and they have accepted the building as the site for the census. If everything goes right the census will start probably the first week in March.
7:28:33 PM Callahan Asked if the Seniors agreed to leave the Center.
7:28:47 PM Gulledge Answered that he spoke with them today, and they prefer to use the Village Hall conference room instead of the museum.
7:29:09 PM Gulledge Asked if there was any other business to come before the Board. There was nothing. He called for a motion to adjourn. Limberg made the motion to adjourn, and Kostyshock seconded the motion. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried, and the meeting ended.
