7:00:00 PM Gulledge Called the Board meeting of March 3, 2004 to order, and invited those in attendance to join in the Pledge of Allegiance. He then asked for a roll call of those officer present. Answering the roll were Trustees Limberg, Schmidt, Bell, Callahan, Kostyshock, and Garcia. Also present were Clerk Long, Attorney Wigginton, Street Superintendent Mann, Water & Sewer Superintendent Presson, Comptroller Brussatti, Police Chief Schardan, Building & Zoning Administrator/Fire Chief Flaugher, one citizen and two reporters.
7:01:11 PM Gulledge Called for approval of the minutes of the February 18th  meeting. He asked if there were any questions, additions or subtractions to the minutes. There were none. He called for a motion to approve the minutes and place them on file. Motion by Bell, second by Schmidt to approve the minutes and place them on file. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:01:46 PM Gulledge Called for approval of the bills submitted for payment. He asked if there were any questions, additions, or subtractions to the bills. There being none, he asked for a motion to pay the bills. Kostyshock made a motion to pay the bills submitted, and the second was made by Limberg. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:02:29 PM Gulledge Asked for Communications. Clerk Long had none. He went on to Legal. Attorney Wigginton had nothing. He asked if there were any reasons for Closed Session. There were none. He asked for Old Business, and there was none. He then went to New Business.
7:03:07 PM Limberg Made a motion to approve the purchase of flooring for the Police Department basement in the amount of $1576.92 from Johnson's Carpet, Collinsville, Illinois, which includes the material and labor. Kostyshock seconded the motion.
7:03:45 PM Bell Asked what weight of carpet would be used.
7:04:01 PM Limberg Replied it is a 26 ounce.
7:04:16 PM Gulledge Asked the color of the carpet.  He was told it is River Rock.  With no other questions or comments he asked for a roll call on the motion. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:04:36 PM Bell Made a motion to approve the purchase of playground equipment from R & R Recreation, which includes the playground equipment, pea gravel, duraliner, and wood chips, in the amount of $31,675.00. Limberg made the second to the motion. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:05:21 PM Bell Made a motion to purchase pea gravel, duraliner, and wood chips for the existing playground equipment in Drost Park, from R & R Recreation in the amount of $4104.00. This will be put in at the same time the other equipment is being installed. The second to the motion was made by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:06:52 PM Kostyshock Made a motion to advertise for bids to dig a new well at the Water Plant. Bell seconded the motion.
7:07:16 PM Limberg Asked how long the bids would be out.
7:07:26 PM Gulledge Replied thirty (30) days. With no other questions or comments, he asked for a roll call. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:07:46 PM Kostyshock Announced the Library, Museum, Historical Society meeting will be Tuesday, March 9 at 6:30 p.m. in Village Hall.
7:07:54 PM Gulledge Commented that he has noticed a couple of articles about the library in the newspapers, and he has had a couple of phone calls on it.
7:08:07 PM Garcia Made a motion to hire Robert Allen as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. Schmidt made the second to the motion. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:09:39 PM Garcia Made a motion to hire Joseph Benker as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. The second was made by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:10:21 PM Garcia Made a motion to hire Randy Chamberlain as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. The second was made by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan -yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:11:03 PM Garcia Made a motion to hire Darrell Frerker as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. Second by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:11:40 PM Garcia Made a motion to hire Chad Kuchta as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. The motion was seconded by Kostyshock. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:12:24 PM Garcia Made a motion to hire Tony Moore as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. Limberg made the second to the motion. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:13:07 PM Garcia Made a motion to hire Bradley Peterson as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. The second to the motion was made by Bell. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:13:49 PM Garcia Made a motion to hire John Russell as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. The second was made by Schmidt. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:14:38 PM Garcia Made a motion to hire Neal Craig Short as a Volunteer Fireman, with a six (6) month probation period, and providing he passes the physical. Bell made the second to the motion. Voting one the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan- yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:15:19 PM Garcia Made a motion to hire Dominick Bogaski as a Volunteer Fireman, with a six (6) month probation, and providing he passes the physical. Kostyshock seconded the motion. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried.
7:16:00 PM Gulledge Went to Staff Reports.
7:16:17 PM Callahan Asked Presson about the difference between a 3/4 inch and a one inch water tap. He asked if this a choice the contractor makes, or is there a requirement.
7:16:21 PM Presson Replied that this is a choice the actual homeowner makes. The requirement has to do with a one inch going into the house.
7:16:32 PM Callahan Commented there is one in Foxmills that shows 3/4 inch.
7:16:35 PM Presson Replied this does not happen very often.
7:16:38 PM Callahan Commented this is just choosing to save money.
7:16:41 PM Presson Replied anymore the contractors base this on sprinklers in the house, how many bathrooms, etc. He has a formula that he gives them.
7:17:26 PM Gulledge Went on with the Staff Reports. The Staff had nothing. He asked Flaugher if this brought the total of firemen, providing they all pass the physical from 28 to 38. Flaugher replied it did. He went to Business From the Floor. There was none. He went on to Calendar Updates.
7:18:05 PM Schmidt Said the Comprehensive Plan meeting is Monday, March 8 at 7:00 p.m.
7:18:43 PM Gulledge Encouraged all the Board Members to attend as the Committee is getting very close to having a product they will be recommending to the Board. He encourages them to listen to the Committee's reasoning and ask any questions they might have.
7:19:00 PM Bell Announce the Special Caucus on March 16 for the Employee Handbook revisions. He announced the Fire Department Chicken & Beer Dance on Saturday, March 27th.
7:19:27 PM Gulledge Reported that the Census testing started today, and will test tomorrow. The training will probably start the week of the 15th. The actual count will probably start late in the week of the 15th. He said the seniors will be using Village Hall for the duration of the Census.
7:20:19 PM Schmidt Read the February totals for the building permits. The total monthly figures for the building permits was $9,879.05. The year to date total is $20,810.25. The valuation of these permits issued for February is $3,078,600.00 bring the year to date total to $6,372,100.00. He said these figures represent an additional thirteen single family homes.
7:21:08 PM Gulledge Commented that this makes 25 already for this year, which is good. He announced that the Shell Credit Union had their ribbon cutting this morning, and is open for business. He said if there was no other business to come before the Board, he would entertain a motion to adjourn. 
7:21:16 PM Limberg Made the motion to adjourn, and Bell made the second. Voting on the motion: Limberg - yes; Schmidt - yes; Bell - yes; Callahan - yes; Kostyshock - yes; Garcia - yes. Motion carried and the meeting was adjourned.
